bill is introduced and assigned to a committee

bill is sent to president for his/her signature

bill is sent to the other house for input and consideration

both houses agree on the bill, and it it is signed by the speaker and president of the senate

committee releases the bill for the entire House's consideradtion

congress makes changes in bill to satisfy president's wishes, and it is returned to the president who then signs it, or two thirds of both houses vote for it as it is and the bill becomes a law despite the president's veto

differences between the two houses are worked out by a joint conference committee

president signs bill (or, alternatively, does not act on bill within ten-day period after receiving it) and it becomes law, or president vetoes bill (or, alternatively, does not act on bill within ten-day period after receiving it, but congress adjourns before the ten-day period is up), and it is returned to the house
