Out of battle- combatants that have somehow lost their combatant status. This includes the incapacitated, POWs, surrenders, and soldiers parachuting.

Persons who qualify as combatants but are engaged in spying, sabotage, or other secretive and hostile acts behind enemy lines. Also Non-State Actor Groups (e.g., El Queda, ISIS, etc.)
