The Second Continental Congress decided a formal declaration should be written and formed a committee to write it. The members on this Committee were Thomas Jefferson (Virginia, the primary author of the document), John Adams (Massachusetts, who helped edit the document and asked Jefferson to write it), and Ben Franklin (Pennsylvania, who helped edit the document).
