When reasonable suspicion exists that a CMPD employee may have engaged in illegal drug use or substance abuse, the following procedures apply:
1. Supervisor should complete reasonable Suspicion checklist (RSC) and provide to IA and HR 2. Employee shall remain in sight of the supervisor at all time 3. Supervisor and IA will accompany employee to test site (IA Brings paperwork) 4. Supervisor will complete City appointment form and Authorization for Drug and alcohol test (complete 3 copies and send to proper locations) 5. Give employee direct order to submit 6. Two supervisors of same gender will be picked by IA 7. Employee will provide 60 ml within 3 hours and be available for IA afterwards.
Each applicant will be tested no more than ________days prior to employment.

What happens when sworn applicants are tested positive? (CJ Standards)
CMPD will report positive tests to NC Criminal Justice education and training standards commission. CMPD current Officers will be sent to the state.
What happens if supervisor fails to report why employee was not transported?
Chain of Command may be subject to Rules of Conduct #2: Violation of rules investigation

Chem analysis that reads more than 0.00 + termination or discilpine

Crash w/fatality , city driver receives a moving traffic violation from accident, or any involved vehicle requires a tow, any person requiring medical treatment away form the accident. Or when the city cannot discount employees conduct in accident

Employee is required to take non-USDOT post accident drug and alcohol test only if alcohol or drug used reasonable suspicion.
Can an employee participate in EAP once chosen for Drug Alcohol testing?
Employees are not eligible to participate after being selected...only prior to selection.
What's a responsibility of the employee (Drug to Drinking)?
Ensure that there meds do not interfere with Duty, call Supervisor if drinking in last 4 hours. If employee drinks while on call than up for disciplinary action
What non-vehicular incidents require testing?
Fatality, discharge of a firearm (not for animal put downs), other incidents directed by the Chief of Police

What if employee fails to comply?
It will be counted as a refusal of direct order and they will be recommended for termination to the Civil Service board
What can MRO do? (Drug test) ?
MRO may review case and deem positive test negative, if test is not satisfactory, MRO may deem positive, MRO may request new test if the original is illegitimate.
What if test is positive for drugs (MRO)?
MRO will contact donor immediately. Employee must contact within 5 days or test deemed positive

The tests under this policy wont be used as evidence for prosecution. Just for employment or fitness for duty.
