Chipping in is getting too close to the base before jumping the fence.

What are the differences between a run out and a refusal?
A run out is when the horse evades or passes the jump to either side of the fence. A refusal occurs when a horse stops in front of a jump and backs at least one step.
How will flat work be judged?
Exactly as hunter under saddle.
