Furthermore, Earth is actually closest to the sun in January, when it is the coolest. Finally, if the distance were the governing factor, the two hemisphere would not have opposite seasons as they do.

They do not happen every month because the Earth's orbit around the sun is not in the same plane as the Moon's orbit around the Earth.
