If the client agrees that an item is not to be inspected the inspector may exclude the item and mark the "NI" (not inspected) box for that item. No. If the inspector inspect all the components of the system, the inspector is required to report on those specific items which are found defficient. If No inspected items of foam deficient, the inspector could simply mark the "I" (inspected) box referring to the entire system. If any item is found deficient, the inspector could simply mark the "R" (not functioning or in need of repair) box, and identify the item in the comment about it.

Yes, if the item is of a kind found in the majority of the homes inspected by that licensee.
