Background energy can be thought of as the left over energy from the explosion associated with the Big Bang theory. Over time the Universe has expanded causing the left over energy/afterglow to red shift to a low energy level wavelength.

Hubble's Law supports red shift and an expanding Universe. "Rewinding time" using the currents speeds and distances as explained by Hubble's Law returns matter to a single starting point referred to as singularity.

Cosmic Background radiation

Leftover energy from the initial stages of the Big Bang. This temperature was predicted by scientists to be in the microwave energy range of the electromagnetic spectrum.​

Most of the galaxies in the Universe are red shifted. This means the Universe is expanding. This is consistent with the Big Bang Theory.
