Passing European laws after Lisbon treaty:

Under the Lisbon Treaty, the range of policies covered by the new ordinary legislative procedure has increased, giving Parliament more power to influence the content of laws in areas including agriculture, energy policy, immigration and EU funds. Parliament must also give its permission for other important decisions, such as allowing new countries to join the EU.

The European Parliament has three main roles:

- Debating and passing European laws, with the Council - Scrutinising other EU institutions, particularly the Commission, to make sure they are working democratically - Debating and adopting the EU's budget, with the Council.

Location of Parliament:

Brussels (Belgium), Luxembourg and Strasbourg (France). Luxembourg is home to the administrative offices (the 'General Secretariat'). Meetings of the whole Parliament ('plenary sessions') take place in Strasbourg and in Brussels. Committee meetings are also held in Brussels.

European Parliament =

Directly elected by EU voters every 5 years, members of the European Parliament (MEPs) represent the people. Parliament is one of the EU's main law-making institutions, along with the Council of the European Union ('the Council')

Passing European laws:

In many areas, such as consumer protection and the environment, Parliament works together with the Council (representing national governments) to decide on the content of EU laws and officially adopt them.

Political affiliation:

MEPs are grouped by political affiliation, not by nationality

What change did the "Ordinary legislative procedure"?

Ordinary legislative procedure gives the same weight to the European Parliament and the Council of the European Union on a wide range of areas (for example, economic governance, immigration, energy, transport, the environment and consumer protection). The vast majority of European laws are adopted jointly by the European Parliament and the Council.

Supervising the budget:

Parliament adopts the EU's annual budget with the Council of the European Union. Parliament has a committee that monitors how the budget is spent, and every year passes judgement on the Commission's handling of the previous year's budget.

Motion of censure

Parliament can also call on the Commission to resign during its period in office.

Democratic supervision =

Parliament exercises influence over other European institutions in several ways. Need to approve the Commission before they go in office. Examine reports from Commission ad question commissioner to check on them. Look at petitions from citizens and sets up committees of inquiry. When national leaders meet for European Council summits, Parliament gives its opinion on the topics on the agenda.

The steps of Ordinary legislative procedure:

The Commission sends its proposal to Parliament and the Council. - They consider it, and discuss it on two successive occasions. - After two readings, if they cannot agree, the proposal is brought before a Conciliation Committee made up of an equal number of representatives of the Council and Parliament. - Representatives of the Commission also attend the meetings of the Conciliation Committee and contribute to the discussions. - When the Committee has reached agreement, the text agreed upon is sent to Parliament and the Council for a third reading, so that they can finally adopt it as a legislative text. - The final agreement of the two institutions is essential if the text is to be adopted as a law. - Even if a joint text is agreed by the Conciliation Committee, Parliament can still reject the proposed law by a majority of the votes cast.

"Ordinary legislative procedure" =

The main legislative procedure of the EU´s decision-making system. The vast majority of European laws are adopted jointly by the European Parliament and the Council.

Composition of Parliament:

The number of MEPs for each country is roughly in proportion to its population. Under the Lisbon Treaty no country can have fewer than 6 or more than 96 MEPs. The current numbers in the Parliament were set, however, before the coming into force of the treaty. The numbers will be adjusted for the next mandate of the European Parliament. MEPs are grouped by political affiliation, not by nationality
