Delaney) -new food additives must be approved as safe before they can be used in foods -no additives shall be deemed to be safe if it is found it induce cancer when ingested by man or animal, or if it found, after tests which are appropriate for the evaluation of the safety of food additives, to induce cancer in man or animals --can cause cancer in humans or animals --no specific amount (maximum of minimum) --controversy as to absolute wording of law

1997-Food and Drug Administration Modernization act

-accelerate review of medical devices -regulation advertising of unapproved drugs and devices -regulate health claims of food post 9/11 -prevent willful contamination of all regulated products -improve availability of medications to treat injuries caused by biological, chemical, or nuclear agents
