In 1868, the Presidential elections were held. The Republican Convention nominated General Ulysses S. Grant as its candidate. The Democrats nominated Horatio Seymour instead of Johnson as their candidate. In November, Grant won an easy victory in the electoral college, 214 to 80, but the popular vote showed that the race was actually much closer--3,000,000 to 2,700,000. Southern blacks supplied Grant's margin, and the Republicans realized the importance of the black vote.

Johnson's Impeachment

The Republican Radicals in control of the Reconstruction attempted to limit President Johnson's power after he kept blocking their legislation. Congress believed that while Johnson was in office, Reconstruction wouldn't be successful. The Command of the Army Act was passed a few days prior to the Reconstruction Act of 1867, and required that the President must issue all orders to the army through the General of the Army. This act limited the President's power to direct the army as its commander-in-chief.
