Lockout Devices

Locks, blank flanges, and bolted slit blinds-are devices that use positive means to hold an energy-isolating device in a safe position. These devices prevent the accidental or inadvertent energizing of machinery or equipment.

Authorized Employee

One to whom the authority and responsibility has been given to Lock-out or Tag-out machines or equipment in order to perform servicing or maintenance on that machine or equipment. An affected employee becomes an authorized employee when that employee's duty includes performing servicing or maintenance on said equipment or machine.

What are Tagout Devices?

Tagout devices are warning (such as tags) that can be attached to energy-isolating devise to indicate that he equipment to which they are fastened may not be operated until such time that the tagout device has been removed.

Energized

Connected to an energy source or containing residual or stored energy (mechanical, electrical, hydraulic etc.), which ahs not, been isolated.

What does the lockout process block?

Flow of energy to equipment, hazardous chemicals, extreme heat and gasoline or other fuel type.

Tagout

Tagout is the placement of a tagout device on an energy isolating device, in accordance with an established procedure, to indicate that the energy isolating device and the equipment being controlled may not be operated until the tagout device is removed. The tag acts as a warning to not restore energy, though it is not a physical restraint. Tags must clearly display a "Do Not Operate" sign and must be applied by hand.

What is necessary in order allow use of a "Tagout" system instead of a "Lockout" system?

The employer must be able to demonstrate that the tag system provides at least the level of protection that would be provided with physical locks.

What is the intent of the requirement for the employer to conduct periodic inspections?

The intent is to ensure that: The energy control procedures continue to be implemented properly, The employees are familiar with their responsibilities, and that nay deviations or procedural inadequacies observed are corrected.

Lockout

The process of blocking the flow of energy from an energy source to a piece of equipment, and keeping it blocked out. Lockout is accomplished by placement of a lockout device on an energy isolating device, in accordance with an established procedure, ensuring that the energy isolating device and the equipment being controlled cannot be operated until the lockout device is removed. A lockout device is a lock that holds an energy isolating device in a safe position.

What is the purpose of the energy control program?

The purpose of the energy control program is to guarantee that before any employee services equipment- if the potential exists for unexpected energization or startup or the release of stored energy, the machine or equipment first is isolated from all energy sources and rendered inoperative.
