Ensure users with cogitive and/or vision limitations can navigate a page quickly and predictably, by following three criteria regarding blocks of content that are repeated on multiple pages: + They can be skipped so that main page content can be easily accessed. + If they are functional, they are consistently labeled. + They are in a consistent relative order.
A website has repeated blocks of menu items on each web page and a skip link. Selecting the skip link takes you to the search element within the menu.

DHS has repeated content blocks including menu items and site navigation items/options before the main content. Pressing the Tab key puts focus on a "Skip to Main Content" link before encountering any repetitive content on the page. The link is revealed on focus. Selecting the link takes the user to the main content. One Tab forwards shows visible focus on the first link in the main content.
