I would agree with this statement in the long term since their freedom didn't last after Napoleon's rule. During his rule he was very fond of enlightenment idea's and even during his military campaigns he was spreading enlightenment every where that he conquered, however after his downfall the government went back to having a king and the rest of Europe went back to the old ruling style they had before the French Revolution. The rights that the lower class had gained were lost.

He was influenced by the American Revolution by seeing the colonies win their independence. This influenced him to lead the revolt in Venezuela. He also had a dream to unite South America. He witnessed the French Revolution, Napoleon's rise to power and his fall. He studied Enlightenment ideas and also saw how the French tried to put them into place. He wanted to use his knowledge to implement a new form of government in Venezuela.

France helped to finance the American Revolution and that put France in debt. The monarchy kept spending lots of money anyway and this angered the people in the third estate who paid most of the taxes. More importantly, the American Revolution made the third estate want a government for the people by the people and they also wanted to have the same rights as mentioned in the bill of rights.

John Locke said everyone has the right to life, liberty, and property. This was something that revolutionist agreed with, that there should be rights that the government can't take away from you. Thomas Jefferson slightly changed this to our inalienable rights to life, liberty, and the pursuit of happiness. Baron de Montesquieu came up with the idea to split the government into three equal branches. This idea was used and had checks and balances which keep equal power in all parts of the government.
