Disagreements in Reconstruction lead to conflict in government and in the South because the Radical Republicans wanted a harsh plan for Reconstruction, but the President, Andrew Johnson, wanted an easy and lenient plan, so that caused most of the Radical parts of the Republican party to stop liking Andrew Johnson. Many Northerners still had hatred for the Confederates, especially the former soldiers, so much of the Union wanted a harsh plan for Reconstruction. But the President was in favor of an easy recovery, and many of the Northerners were too. It was in constant argument whether the Radicals' Plan or Johnson's Plan would go through and work, and many Acts and Amendments were made off of Reconstruction. The disagreement over the way Reconstruction should be handled was a big trouble after the war, and caused further conflict after the war.

I think the Fourteenth Amendment failed to win approval until the Radical Republicans took control of Reconstruction because many Americans remembered the Dred Scott Decision and many other cases where the Supreme Court declared that no one born from an enslaved person, even if they were born in the U.S., could ever become a citizen and were considered property. Northerners were angry by this and also still had conflict with the African Americans, so they decided to support the Radical Republicans. The Radicals were forcing military rule on any state that did not ratify the Fourteenth Amendment. Many states were scared to leave the Union, so they did what was necessary to rejoin the Union under any circumstance. The government's plan of Reconstruction let the states have a choice, but the Radical's Plan was forcing, and sometimes, a little push is all you need to succeed and thrive like never before. Former Confederate leaders did not want to give the vote to African Americans.
