In Scene 3 what does Scrooge learn about the Cratchit Family?
He learned that the Cratchit family was poor and that Tiny Tim was disabled. However, one of the reasons the family is poor, is because Scrooge doesn't pay him well. Despite the family being poor, they are still happy, singing and appreciating each other.

Once Scrooge sees the fate of Tiny Tim, he decides he will give Bob C. a raise so that the family is well taken care of and they can help TT become healthier and get the medical care he needs.

Scrooge cares about the fate of Tiny Tim because his fate is an early death. Scrooge was not aware that Tiny Tim was going to die [in the future].

Scrooge has changed in many ways because of Tiny Tim, the Crachits and his experiences with the past, the present and the future. He lives up to his promise by giving the Bob Cratchit a raise, so Tiny Tim can be saved, he buys a turkey, so Scrooge sends it to the Cratchit family. Adam got to keep the money it cost to deliver plus a hefty tip.
Why is Scrooge happy at the end of the play?
Scrooge is happy because he still has time to change Christmas and to show gratitude to everyone around him, including the Cratchit family.
