There is a big difference between a contract and a covenant. In a contract, two people, or more, come together to make an exchange for mutual benefit. They are each pursuing their own interests. In a covenant, two people, or more, come together in a bond of love and trust, to share their interests, and sometimes lives. They each respect the dignity and integrity of the other person.

Through Moses, God made a covenant with the people of Israel. It set them apart. It gave them the mission to reach the world.
