In monocots the xylem is on the inside the phloem is on the outside and the vascual bundle is scattered thoughout with no clear arrangment. In dicots the xylem is on the outside and the phloem is on the inside and the vascular tissue has a clear ring arrangment. Yes, this would cause a change in function because the dicot would be able to grow bigger.

The Stomatas main function is to allow gas exchange through pores in the leaves. The stoma opens and closes in the envrionment and is partially activated by sunlight and cause them to open. They are found on the bottom of the leaves because they are paritally activated by sunlight and the sun would cause them to stay open and lose water to the environment, so they are found on the bottom for maximum water absorptiona and gas exchange.

Leaf and stem epidermis is covered with a waxy cuticle, but root epidermis is not. Why is the cuticle not required by roots?

The roots are not covered by this waxy cuticle becuase the roots are responsible for water uptake and if the roots havw a waxy cuticle the plant would not be able to get water.

The basic angiosperm leaf is flat becuase it is maximizing the space for absorbing the sunlight in the environment. The leaves are thin and flat so they are not able to hold as much water.

The gaurd cells are important because they are found on the undersurface of the leaf and control gas exchange and water loss. They also help open and close during respiration at the time of photosynthesis. Gaurd cells have chloroplast and lower epidermis cells do not. I have listed more reasons below.

The main purpose is to absorb water and minerals in from the soil. They increase the root surface area.

The waxy cuticle is a impermeable layer that prevents loss of water to the air. Depending on the envrionment they will have a thin layer(tropical) or a thick layer(desert).
