Hazard Class and Handling Labels
> Normally located on same side as PSN > Required for each hazardous material when compatible items consisting of different classes are packed in the same packaging or outside the container > A subsidiary risk label, when required by the certification document, will be located near the primary label.
Fuel Tank Limits
> Vehicles and self-proplled equipment are not to exceed 1/2 of tank. > Engine Powered support equipment must be completely drained > Liquid Petroleum Gas (LPG), natural gas or other flammable gas powered vehicles must have the gaseous fuel emptied from fuel tanks, lines and regulator. Purging is not required. > Boats/watercraft will be drained > When external fuel tanks are transported as cargo they will be drained and purged and documented.
Fuel/Fluid Leaks
A loss of fuel or fluid at a rate which is readily detected seen. Five drops per minute from a cooling system, crankcase, gear case or hydraulic system is a leak. Fuel or brake system are not allowed to leak
Aircraft Parking
Aircraft transporting Divisions 1.1 and 1.2 explosives, nuclear weapons, and Hazardous Materials requiring a SAAM are normally parked in remote "HOT" spots.
Overboard Venting of Cryogenic Liquid Storage and Transfer Tanks
All cryogenic liquid storage and transfer tanks (unless accepted in AFMAN 24-2404(I)) MUST BE VENTED overboard during transportation. The shipper is responsible for providing specific venting instructions in the shippers declaration of dangerous goods and for providing the equipment needed to vent the container overboard. Preparation and hookup of the system will be accomplished by qualified shipper or aircraft maintenance personnel IAW the procedures outlined TO 37C2-8-1-127. ATOC prearranges for qualified person to make the hookup at the desired time. Air terminal personnel and aircraft loadmasters/boom operators are not qualified to make the hookup. Shipper must provide any special equipment required to transport hazardous materials. maintenance is responsible for installing

Chapter 3 Movement
Allows for some relaxation of the requirements for preparing, packing and certification of hazardous materials during Tactical, Contingency or Emergency Operations. Must be certified on Shippers Declaration. Fuel will not exceed 3/4 tank when placed on aircraft cargo floor and 1/2 on cargo ramp.

Hazardous Materials
Any material identified by the Department of Transportation as being capable of posing unreasonable risk to health, safety, and property, when being transported falls under this classification. Can be defined into nine hazard classes and ORM-D. Term is synonymous with Dangerous Goods
AFI 24-203 Preparation & Movement of Air Force Cargo
Assigns responsibilities and provides guidance and procedures on the planning documentation funding and other actions associated with the movement of air force cargo.
General Marking Requirements
At a minimum, the appropriate Proper Shipping Name (PSN) and corresponding United Nations(UN), North America(NA), or ID number must be on the outside of a package for the content(s) within.

Using Top Net Alone
Can be used for restraint in all directions if the cargo is 45ins high or below and weighs 2500lbs or less. When the cargo is exceeds 45ins or 2500lbs supplemental straps will be used to provide forward, aft and lateral restraint.
Wheeled Prybar
Can be used to assist in positioning of cargo provided the weight on the pryer does not exceed aircraft limitations. Hard rubber or polyurethane covered wheels shall be used on the aircraft.
Shoring
Can protect the aircraft floor by evenly distributing highly concentrated loads over a greater area than that occupied by the cargo alone or assists in loading by changing the loading angle.
P4 Transport
Cargo Aircraft Only. Passenger/Aero-Medical evacuation patient deviations authorized. The Aerial Port or TACC/APCC is approval authority.
P3 Transport

Special Markings
Cargo bearing labels marked "999" or MICAP/VVIP(Mission capable, Very Very Important Parts), requires expeditious handling. "999" is used for high priority shipments and is indicated by the numbers "999" in the RDD(Required Delivery Date) block of the military shipment label tag in lieu of the required delivery date. MICAP/VVIP is used for maintenance type items, the should be loaded in such a manner that the are readily accessible for off-loading.

K-Loaders
Comes in three options, 25K, 40K, 60K. 25K - 25,000lbs capacity and can carry 3 pallets 40k- 40,000lbs capacity and 5 pallets 60k - 60,000lbs capacity and 6 pallets

Constructed of 1 3/4-inch nylon webbing and having hardware fitting around their base.
Driving or backing underneath aircraft
Do not drive vehicles within 10ft of a parked aircraft except when the aircraft is being serviced, loaded, or offloaded. Use spotters to guide vehicles approach to the aircraft.
Loading and Stowing
Do not ship hazardous material in freight containers that are not easily accessible to aircrew during flight.
Contingency
EMERGENCY INVOLVING MILITARY FORCES caused by natural disasters, terrorist, subversives, or by required military operations.
AF Form 4076 Aircraft Dash 21 Equipment Inventory
Ensures appropriate serviceable protective clothing, aircrew flight equipment, survival, and Dash 21 equipment for the entire or remainder of the mission are aboard the aircraft. Must be signed by maintenance.

AF Form 4080, Load/Sequence Breakdown Sheet
Given during the cargo briefing in the Air Terminal Operations Center (ATOC). Shows the placement and sequence of all cargo aboard the aircraft for a channel mission.
Shippers Declaration of Dangerous Goods
HAZ material entering Defense transportation system destined for military airlift must be certified by a qualified individual using this form. Has a vertical red hatch boarder. At least three copies are required. Attach one certification form to the copy of the manifest that is placed the aircraft. Attach one certification form to the originating station file manifest. place on certification form in a waterproof envelope and attach it to the hazardous item being shipped.
DOD 4500.9R Defense Transportation Regulation (DTR), Part II Cargo Movement
Implements DOD polices governing the use of DOD-owned and establishes criteria for cargo movement.
The Letter "O"
Indicates that these articles must not be loaded, transported, or stored together unless separated by a distance of 2.2m (88 inches) in all directions.
The Letter "X"
Indicates that these articles must not be loaded, transported, or stored together.
Disposition of Documentation
It is the loadmaster's responsibility to deliver the cargo manifest and all other related documents to the appropriate ATOC upon arrival at the offloading destination.
Sleeper shoring
Keeps bouncing action to a minimum during flight. Built by tacking wood in layers to the height needed and then placed under the vehicles frame.
Approach Shoring
Layers of wood built in ascending length. It extends the length of the loading ramp. This decreases the angle of the ramp and creates a flatter platform for loading, reducing the possibility of the item striking the aircraft or ground during loading/offloading
Chain and Device Capacity
Limited to the capacity of the weakest point in the line of restraint.
AFTO Form 46 Propositioned Aircrew Flight Equipment
List of all aircrew flight equipment and quantity. Loadmaster signs and dates this form when finished with review. The configuration should match mission requirements. For any discrepancies it should be annotated on this or the Form 4076 with you location in which it was found.
DD Form 1384 Transportation Control and Movement Document (TCMD)
Lists all the data about a shipment and provides the clearance authorities, ports, receivers, and other interested transportation personnel with advance notice of shipments and the information necessary to process the shipments throughout DTS. Source document used to prepare the DD Form 1385, cargo manifest.
Make Risk Devisions at the Appropriate Level
Making risk decisions at the appropriate level establishes clear accountability.
Shipping Empty Pallets
May be stacked up to a maximum of 20 pallets excluding the base support pallet. The first pallet will be separated from the base support by three longitudinal rows of lumber placed equal distances apart or by placing four wooden warehouse skids of equal thickness to cover the entire surface of the base pallet. Stacks of 5 or less will be transshipped with only chains and devices for restraints.
Oxygen Label
May be used in place of a Nonflammable oxidizer label
Side Net without top net
May be used provided they are pulled tight and secured with straps. Connected at the highest level side net rings on or near the top of the cargo. Minimum of seven straps will be used. Long side (108in) with four straps while the short side (88in) with three straps.
Registered Mail
May contain up to and including SECRET material. Must be safeguarded and provided a complete audit trail within DTS. Must retain copies of all manifest for at least two years.

Minimum amount of restraint required to prevent cargo movement in a specific direction(Load Factor)
Tactical Air lift
Movement of personnel, equipment and supplies belonging to an organization or unit, so they may accomplish their IMMEDIATE COMBAT OBJECTIVE.

Movement toward the front or nose of the aircraft(Landing)
AFT
Movement toward the rear or tail of the aircraft(Takeoff)
Passenger Carriage of hazardous Materials
Must not carry hazardous materials on military aircraft unless on the list of excepted items, i.e. aerosol containers less than 16oz, air/oxygen cylinders for medical use, electronic devices that obtain lithium batteries etc.

P5 Transport

When errs are discovered in the cargo manifest entries, the loadmaster must notify the air terminal representative to initiate appropriate corrective action. Must be corrected before cargo is shipped.
Operational Risk Management (ORM)
Provides basic decision-making tools, called Risk Management Principles, that are applied before any job, action or mission is begun.
Vehicle Self-Winching
Recommended primarily for tracked type vehicles that require shoring. Can winch itself in or out of the aircraft.
HCU-7/E Net
Referred to as side nets, consist of two nets for a single pallet. Nets retrain up to 8G's in all directions
Symmetrical
Regular in from of arrangement of corresponding parts; an item capable of division by longitudinal plane into similar halves
Chapter 3 Segregation/Compatibility
Requirements of Table A18.1 and A18.2 may be deviated from when transporting cargo approved to be airlifted using provisions of chapter 3. Hazardous materials may be transported without restrictions.

Rolling Shoring
Some pieces of cargo have gripping devices(cleats, studs, grousers, and tracks) that can protrude into the floor. It is necessary to protect the floor if the vehicle/cargo to be loaded is equipped with steel wheels and in some cases hard rubber tires. This distributes the weight of the cargo over a larger area while these items are loaded
Spare Fuel on Chapter 3 Movements
Spare fuel for vehicles and equipment must be transported in approved POP/UN specification tested and marked containers and jerrycans. DOT-5L jerrycans may only be shipped drained. POP/UN specification containers and jerrycans secured in permanent authorized racks mounted on or to a vehicle or wheeled support equipment do not require separate certification
Bridge Shoring
Spreads the weight out to tow separate areas that can handle the load. Has two contact points, one on either side of the aircraft that carry the weight and a plank in-between them.
Physical Preparation
Take advantage of crew rest and use it wisely. This time will be allotted before a mission.
Internal Winching
The aircraft cargo winch is the preferred method to use when winching cargo into or out of the aircraft
Parking Shoring
The cargo rest on during flight. It protects the floor by disturbing the weight over a larger area. If rolling shoring is used this must be used.
Area
The contact surface for the portion of the cargo that is resting on the floor. The greater the area a piece of cargo occupies on the floor the lower the ponds per square inch(PSI). Area is expressed to the nearest tenth and never increased

The equipment used to tie down or restrain an item; i.e. devices, chains, straps

This includes your attitude towards your job, the loading crews, the crew you fly with, and other agencies you deal with on a daily basis.
ORM-D (Other regulated Material-Domestic)
This is NOT a hazard class. Designation may only be used for shipments between domestic locations. Includes materials packaged in small quantities suitable for commercial retail sale to individuals for personal care or household use.
AF Form 4069 Tie Down Equipment Checklist
This is a list of all tie down equipment on the aircraft. Equipment will be exchanged on a one for one basis. If not possible it shall be annotated on this form.
Pounds Per Square Inch (PSI)
This is the amount of weight exerted in one square inch of the area. This weight can be so great so as to cause damage to the floor. PSI is expressed to the tenth position and is increased by the 1/10 if there is ANY REMAINDER BEYOND THE TENTH POSITION.
Integrate ORM into Air Force Doctrine and Planning at all Levels
To effectively apply risk management commanders must dedicate time and resources to incorporate risk management principles into the planning processes.
Positon Chocks
To ensure that you do not accidentally back into the aircraft, reposition the chocks as necessary for optimal placement of the vehicle.
HCU-15/C Net
Top net is used to provide all necessary vertical restraint for cargo loads up to 10,000lbs provided the height of the cargo does not exceed 96ins from the surface of the pallet. Nets retrain up to 8G's in all directions
P1 Transport
Transport on special Assignment airlift missions only. Passenger/Aero-medical evacuation patient deviations not authorized
Unattended flight line gasoline powered vehicles
Turn off the ignition and park the vehicle in the lowest gear(manual transmission) or in Park for automatic transmissions.
Radioactive Material Label
Two are required, located on opposite sides of the package
Vertical
Up or down movement in restraint the down movement is prevented by the aircraft floor, therefore vertical up is the only movement considered
DD Form 1387 Military shipment label/tag
Used as a shipping address label for items moving or forwarded through DTS. The shipper prepares and attaches a military shipment label/tag to each piece of a shipment.
Magnetized Material Label
Used in place of a Class 9 label for material that has a specified magnetic field that could affect flight.
Steel/Aluminum Bridge Plate
Used to bridge gap between the aircraft ramp or ramp toes and truck bed, flatbed or K-Loaders during the loading/offloading of wheeled cargo. 7,500 per plate or 15,000 pound axle using both plates.
DD Form 2775 Pallet Identifier
Used to identify a pallets net and gross weight, originating and destination station, and any additional information about the pallet. Air terminal personnel will complete all entires and attach the copies to the upper left hand corner at eye level on one 88-inch side and on one 108-inch side.
DD Form 1387-2 Special Handling Data/Certification
Used to identify and provide special handling instructions for biological, classified, in-bond,perishable, remains of deceased personnel, and signature service shipments when shipped by military air. Should not show the classification of material however it will reflect "See aircraft commander's copy" and "Protective Service Required" in Block 6.
Performance Oriented Packaging (POP/UN Specification)
Used to identify containers designed to meet specified levels of integrity and safety when subjected to performance test. Marked IAW internationally recognized codes to indicated compliance.
Air Force Interservice Manual 24-204 (AFMAN 24-204)
Used to prepare and transport hazardous materials. Must have a GENERAL WORKING KNOWLEDGE. This is the military version of IATA and 49 CFR. Complies with DOT and international standards.
Wavier
Utilized for cargo movement. Exceptions to packaging or compatibility requirements and are granted for a fixed period of time.
Deviation
Utilized for passenger movement. Generally granted for operational requirements.The service/MAJCOM having operational control of the aircraft approves deviations. Printed on all copies of the passenger manifest.
Passenger Movement
When a deviation has been approved, the passenger/patient manifest will be annotated as such.
Restrain Rails
When provided these rails are along both sides of pallet lines in the cargo compartment and ramp floor. Retractable rails are built in sections to facilitate cargo handling. These sections can be removed or repositioned to allow more loading area for no palletized cargo.
Custodial Transfer
Within the AMC Airlift system the DD Form 1385 Cargo manifest is used as the transfer document to transfer custody of special, classified/security cargo shipments to aircrew members or ATOC representatives. Custody of the material is transferred when the recipient signs and prints their name on the manifest. The individual transferring custody will always retain a signed copy for at least two years while the individual receiving the item will retain the remaining manifest copies for subsequent transfer to destination station for at least two years as well.
