Why did Socialism in One Country win out over 'permanent revolution' ?

In 1924, Preobrazhinski, on the left, called for 'primitive socialist accumulation': obtaining grain from the peasantry, at a low price in order to export pay for industrialisation and feed workers. At the sae time, Stalin had been to suggest that a period of economic stabilisation was necessary through the continuation of the NEP.

Why was the phrase socialism in one country controversial ?

It suggested that socialism might be but up in the Soviet Union ( in one country ) without the need for revolution abroad.
