For example in the Mauryan Empire, Ashoka followed tightly governed states with subordinates to implement policies and the Gupta Empire had local government and allies to help them govern various regions of the empire. This led to the strengthening of the empire due to the tightly run bureaucracy and that gave the Gupta Empire time to focus on achievements and public affairs.

One similarity between the Qin and the Han Dynasty was that they both had centralized rule. For example, the Qin Dynasty's first emperor was Qin Shi Huangdi and the Han Dynasty's emperor was Han Wudi. This will lead to the government being open to less people because the emperor makes most of the decisions.
