What does it mean when a service is enabled? It will start at boot. It will not start at boot, but you can start it manually after bootup. It will wait and start after all other services have started. It will only start the dependent services for that particular service.

The sshd service will go into mask mode until the system is rebooted. You can't restart a service, only stop and start.
