If there was only one religion the government would become unimportant and meaningless. If there was two religions the government the people would fight but if there would be no religion where you could choose whichever religion you want people would be happy and there would be peace.

This means that all the nations meet in the Royal Exchange to help the benefit of mankind. It does not matter the religion, everybody comes together to help each other by benefitting for all mankind. They tell each other their differences trying to stop wars. All religions are working together.
