One reason that democracy is often said to be superior to other forms of government is that the governing elite are bound to carry out the wishes of the governed. The fact that the government has been elected gives it legitimacy (and therefore power to carry out its intentions). The fact that it can be voted out of office should mean that those intentions must be aligned with the preferences of electors.
