molecules with low polarity, due to the fact that the paper is polar and the molecules are also polar they will come together and star dissolving. And there for it will stay at the certain place and not move up. BUT its something does not have a high polarity it will not bond with the paper and will be able to freely climb up the paper to the other non-polar substance.Basically the "like" polar or non-polars want to be together.
