At a fire safety education event at which a Fire Safety Education Unit coordinator is present, the company officer and members shall be guided by the coordinator. If no coordinator is present, the Officer on duty will be in charge of the field unit's participation, and upon completion of the event, must close out the event on the FSE Tracking System. 2.11 Individual members who voluntarily conduct fire safety education presentations may request guidance from the Fire Safety Education Unit, by e-mailing [email protected] or by calling 718-281-3870 at least two (2) weeks prior to the scheduled presentation.

C: At higher elevations, the increased weight of the hose may make it necessary to use a rolling hitch to secure the hose. The rolling hitch is used when the weight of the line hanging vertically is heavy enough to cause the hose to kink when a hose strap is used. D:When used to secure a hose hanging vertically, the width of the rolling hitch (wrapped **4 TIMES AROUND THE HOSE) prevents kinking. The rolling hitch must be properly tied directly BELOW a hose coupling and anchored with a substantial object knot inside the building. Eng Ch 7 6.9, 6.15

If trenching is to be implemented, leave the returns in place where the skylights are to be used as an effective trenching boundary.

While awaiting the arrival of additional Battalion Chiefs after transmitting a 2nd alarm for fire in the cockloft of an "H-type" MD, the IC designated Lt. Duplex, triplex and "sandwich type" apartments present logistical challenges to operating units: a. Duplex apartments and triplex apartments, which have living spaces on 2 or 3 distinct floor levels of a building, may not necessarily be two or three stories in height—could be staggered b. The simplest type of duplex apartment is one that has all doors on the public hall entering apartments with identical floor layouts. Inside the apartment, a private stair leads up to bedroom areas. c. A duplex apartment may have doors leading from the public hall into the main level and the second level is down. This presents the same problems as a cellar fire. d. With a "sandwich type" apartment arrangement, there is only one public hall every three floors and the rooms in each apartment are on only ONE level.

Upon return to quarters, after taking Advil for your headache you decide to drill with your ECC on speed humps: a. The advised speed for a 4'' reducer (speed hump) will typically be 15 mph and for a 3'' reducer it will typically be 20 mph. c. Speed BUMPS are no longer legal on City streets. d. An asphalt reducer (speed hump) will be stripped according to the "chevron" design and will span the width of the street.

E111 & L222 respond to a report of a vehicle fire at 1300 hours. On arrival L222 determines the vehicle on fire is a UPS truck fueled by compressed natural gas (CNG): a. Locating the emergency shut off is straight forward. Each vehicle will have a sign "Emergency Shut OFF" located on the OUTSIDE OF THE VEHICLE denoting location of the valve b. A safe perimeter of 100-ft was established around the vehicle. Since units were unable to stop the flow of CNG, the gas was allowed to burn, and units knew this could take up to a half hour depending on the size of the tanks. c. Because the flow of gas could not be stopped, E100 ALLOWED THE FIRE TO BURN, DO NOT APPLY WATER THIS MAY CAUSE RELIEVE VALVE TO NOT ACTIVATE. d. When PRD's (Pressure Relief Device) have activated they will NOT RESET AND CLOSE. The resulting fire may go out and reignite several times. NOTE: REMEMBER NO BLEVE FOR CNG

ERP ZONES • HOT ZONE: Areas of a known hazard, where the perpetrator(s) are shooting, roaming free, or are engaged by law enforcement. IEDs may be present. No FDNY personnel are to operate in designated Hot Zones. Only law enforcement personnel with the appropriate level of ballistic protection will operate in known Hot Zones. • WARM ZONE: A cleared area that has been deliberately searched by law enforcement, contains no identifiable threats, but has not been declared a Cold Zone. Firefighters and EMS personnel may be deployed for life safety operations ONLY and shall be escorted by NYPD personnel operating under their security. More than one Warm Zone may be designated by the NYPD. o WARM CORRIDOR: Route that has been cleared and under NYPD control for escorted entry & egress of responders, and for victims to and from the Warm Zone. • COLD ZONE: Areas where there is normal risk due to geographic distance from the threat, or the area has been secured by the NYPD. The Command Post, Tactical Operations Command (TOC), Staging Areas, and medical triage, treatment, and transportation areas shall be located in the Cold Zone.7.4 **FDNY members shall NOT operate in any known Hot Zone.

ERP THREATS Threat suppression. • Hemorrhage/basic airway control of victims. • Rapid Extrication of CRITICAL victims. • Assessment and triage/sort by medical providers. • Transport of victims to designated hospitals. • Site management/investigation.

ERP FDNY and NYPD Commanders should discuss safety criteria prior to units entering, operating, and exiting a Warm Zone at an incident involving aggressive deadly behavior. Considerations prior to operations should include: • Have defined an established Warm Corridor to and from the Cold Zone. • The security of the following: o Entry points. o Elevators (Fireman Service). o Exit stairs. o Access stairs serving the area. o Designated areas of refuge. o Specific mission objective and coordination.

ERP RTF COMPOSITION 11.2.1 A BTL CHIEF shall be designated as RTF SUPERVISOR. FDNY OFFICER IS TASK FORCE LEADER The initial RTF may be limited to seven FDNY members and NYPD force protection. The optimal team consists of: (1) Fire officer, (1) EMS officer, (2) EMTs, (3) firefighters and (4) NYPD SRG officers. This allows for rapid triage, lifesaving intervention and critical patient removal. *Entry should NOT be delayed awaiting specific FDNY resources. RTF members shall only take medical supplies necessary to address life-threatening conditions and to facilitate patient removal. This should be limited to: • Tourniquets • Hemostatic agent • Occlusive dressings • Triage tags • Skeds • Ballistic vests and helmets Oxygen and defibrillators shall NOT be brought into the Warm Zone.

In NYC, the requirements for the presence of a standpipe system as described in the NYC Building Code are based on several criteria, primarily the height and area of the structure: a. Class I - 2 ½" outlets and designed to be used by the Fire Department only. b. Class II - 1 ½" outlets and designed to be used by trained, non-Fire Department personnel. c. Class III - Both 2 ½" and 1 ½" outlets and designed to be used by both the Fire Department and trained, non-Fire Department personnel. In NYC, nearly all standpipe systems are CLASS I systems. Class II systems are NOT compliant with NYC building code and should NOT exist in NYC. In several OLDER occupancies (such as theaters), Class III systems may still exist.

Eng Ch 3 Add 4 4.4.2 Standpipe systems are. described: a. Automatic wet systems are capable of providing water under pressure at the standpipe outlets, possibly with the assistance of a fire pump or a gravity tank. b. MANUAL WET SYSTEMS are connected to a small water supply that will maintain water in the system but is not capable of providing necessary operating pressure to the system. c. Automatic dry systems are usually supplied by a public water main but are maintained with pressurized air in the standpipe piping. When a decrease in air pressure is detected in the system, water will automatically be supplied to the system. MANUAL DRY SYSTEM- MAY or MAY NOT be connected to a water supply. If it is connected to a water supply, the provided water supply will only enter the system when a CONTROL VALVE is MANUALLY OPENED. If there is no water supply, the system will remain dry until water is supplied by FDNY units via FDC.

High Pressure Engines have two-stage pumps, one high pressure discharge elbow and can pump at pressures up to 600 psi 2. 3rd Stage Engines have two high pressure discharge elbows, and can pump at pressures up to 700psi 3. High Pressure Supply Hose is painted red, and the fittings are painted white. 4. High Pressure Pumping is operating at discharge pressures over 300 psi 5. No more than two connected lengths of High-Pressure supply hose should be stretched to the FDC. 6. All unused gates and outlets must be closed and capped.

Engine 100 is in the process of deploying the High-Rise Nozzle at a 10-77. a. The nozzle FF removed child gates but left the window intact as it is usually unnecessary to remove a window to properly operate the HRN. b. B: Buildings in the rear are usually NOT as seriously exposed because they are anywhere from 10 to 25 feet or more away from the OLT. C: When the metal cornice at the roof level has been involved by heavy fire for a considerable time, the cornice or parts of it may suddenly fall. It is important to keep members, and other people, away from the front of the building. D: Because of the SHORT SPAN OF FLOOR BEAMS (25'), and the fact that the floors are not heavily loaded, the collapse of floors in OLT's is usually not a problem. The instances of collapse or partial collapse of floors have generally occurred when there were previous fires and the floor beams were badly burned.

After taking up from Brooklyn All Hands Box 1636, units have been informed there were large quantities of synthetic opioids being stored in the house. Members must now be properly decontaminated at the scene. Having just read Haz-Mat 18 you would know: a. Contaminated PPE should be LIGHTLY WETTED, removed and stored in double clear plastic bags. b. Any suspected skin contact with synthetic opioids should be WASHED WITH COPIOUS WATER, THEN SOAP AND WATER c. Contaminated PPE shall BE DOUBLE BAGGED AND TRANSPORTED BACK TO QUARTERS d. It is not necessary to properly identify the substance, all double sealed clear plastic bags shall be marked with the members name, assigned unit and nature of the contamination.

Queens dispatchers are receiving multiple calls for a large volume of smoke in the area; they transmit the box for three engines, two trucks and a BC. E100, E200, E300, L400, L500, and BC600 all arrive to find a fully involved Lithium-Ion storage container. L400's initial report is as follows: "L400 to Command: We have a total of 5 outdoor containers, one of which is fully involved exposing a second container.
