In the compromise of 1850, slaves were required to be returned to their owners, even if they were in a free state. the North basically participated in slavery because they were obligated to return their slaves if they escaped and didn't free them; even though they couldn't do anything about it.

The compromise of 1850 was a series of resolutions that made California a free state, allowed New Mexico and Utah popular sovereignty, abolition of slave trade, and proposed a new and more effective fugitive slave law.

The missouri compromise was supposed to balance the number of free states and slave states. For example Maine as a free and Missouri as a slave state. There was a border where North was free and South was slave.
