He wanted to forgive the south. He had plan called the 10% plan. The plan would mean 10% of a state would sign an oath pledging not to revolt against the union. If they signed they could come back into the country and create their own state government.

In 1873 there was an economic crisis. This made the southerners very upset they had to spend money on paying the army to watch them.
What happened during the election of 1876?
It was a very close election so Hayes was trying to win more states votes. He promised the south he would end reconstruction and remove the army from their states if they voted for him. He ended up winning and ended reconstruction. States began to institute black codes they eventually became Jim Crow laws.
