They have different ideas about how a rebellion should go, and Julia lives in the moment. Julia is more worried about herself. Winston is more worried about the society.

Winston remembers a time when his mother and sister were still alive. His mom was always afraid. Everyone was hungry. Winston, being little, wanted more food and did not understand that he needed to share. One day he took his sister's chocolate and ran out of the house. When he came back, his mom and sister were gone. He never saw them again.

Yes Oceania hitting themselves with bombs is totally logical because they are trying to use it as propaganda so that the people of Oceania think that they are the best.
