If I was dealing with the problem with accidents at intersections I would first add a caution light before coming to the stop sign at an intersection, especially where there are a high rate of accidents. Then, I would add a round about this would slow cars down from speeding through. A car would deinitely have to slow down when entering. If the problem is severe you could even add speed bumps.
