America was in need of agricultural workers and Mexico had plenty of citizens in need of employment.

Why did America have such a dire labor shortage?
During World War II, America's working population was divided between soldiers at war and factory workers making tools needed for the war effort.
What were Mexico's concerns with the program?
Mexico doubted that the US had a labor shortage and suspected that America just wanted cheap labor.
Why did Mexico import labor to America?
Mexico had joined the war as an Allied Power and so they were fighting on the same side of the US to defeat the Axis Powers. Mexico also imported labor for the economic benefits.
