Lincoln's Second Inaugural address

Abraham Lincoln delivered his second inaugural address on March 4, 1865, during his second inauguration as President of the United States. At a time when victory over the secessionists in the American Civil War was within days and slavery was near an end, Lincoln did not speak of happiness, but of sadness. Some see this speech as a defense of his pragmatic approach to Reconstruction, in which he sought to avoid harsh treatment of the defeated South by reminding his listeners of how wrong both sides had been in imagining what lay before them when the war began four years earlier. Lincoln balanced that rejection of triumphalism, however, with recognition of the unmistakable evil of slavery, which he described in the most concrete terms possible.

10 percent plan

During the American Civil War in December 1863, Abraham Lincoln offered a model for reinstatement of Southern states called the 10 percent Reconstruction plan. It decreed that a state could be reintegrated into the Union when 10% of the 1860 vote count from that state had taken an oath of allegiance to the U.S. and pledged to abide by Emancipation. Voters could then elect delegates to draft revised state constitutions and establish new state governments. All southerners except for high-ranking Confederate army officers and government officials would be granted a full pardon. Lincoln guaranteed southerners that he would protect their private property, though not their slaves. By 1864, Louisiana, Tennessee, and Arkansas had established fully functioning Unionist governments. This policy was meant to shorten the war by offering a moderate peace plan. It was also intended to further his emancipation policy by insisting that the new governments abolished slavery.

Horace Greeley

Horace Greeley (February 3, 1811 - November 29, 1872) was editor of the New-York Tribune, among the great newspapers of its time. Long active in politics, he served briefly as a congressman from New York, and was the candidate of the Democratic and Liberal Republican parties in the 1872 presidential election. He was defeated by President Ulysses S. Grant on Election Day, but died before the casting of the electoral vote.

Scalawags and Carpetbaggers

In United States history, scalawags were southern whites who supported Reconstruction and the Republican Party after the American Civil War. Like similar terms such as "carpetbagger" the word has a long history of use as a slur against Southerners considered by other conservative or pro-federation Southerners to betray the region's values by supporting policies considered "Northern" such as desegregation and racial integration. The term is commonly used in historical studies as a neutral descriptor of Southern White Republicans, though some historians have discarded the term due to its history of pejorative connotations.

Black Codes

In the United States, the Black Codes were laws passed by Southern states in 1865 and 1866, after the Civil War. These laws had the intent and the effect of restricting African Americans' freedom, and of compelling them to work in a labor economy based on low wages or debt.Since the early 1800s, many laws in both North and South discriminated systematically against free Blacks. In the South, "slave codes" placed significant restrictions on Black Americans who were not themselves slaves. A major purpose of these laws was maintenance of the system of white supremacy that made slavery possible.With legal prohibitions of slavery ordered by the Emancipation Proclamation, acts of state legislature, and eventually the Thirteenth Amendment, Southern states adopted new laws to regulate Black life. Although these laws had different official titles, they were (and are) commonly known as Black Codes.The defining feature of the Black Codes was vagrancy law which allowed local authorities to arrest the freedpeople and commit them to involuntary labor.

Impeachment of Andrew Johnson

Johnson was impeached on February 24, 1868, in the U.S. House of Representatives on eleven articles of impeachment detailing his "high crimes and misdemeanors", in accordance with Article Two of the United States Constitution. The House's primary charge against Johnson was with violation of the Tenure of Office Act, passed by Congress the previous year. Specifically, he had removed Edwin M. Stanton, the Secretary of War (whom the Tenure of Office Act was largely designed to protect), from office and replaced him with General Lorenzo Thomas. The House agreed to the articles of impeachment on March 2, 1868. The trial began three days later in the Senate, with Chief Justice of the United States Salmon P. Chase presiding. The trial concluded on May 16 with Johnson's acquittal. The final tally of votes for conviction was one fewer than the two-thirds required. The impeachment and subsequent trial gained a historical reputation as an act of political expedience, rather than necessity, based on Johnson's defiance of an unconstitutional piece of legislation and with little regard for the will of the public (which, despite the unpopularity of Johnson, opposed the impeachment). Until the impeachment of Bill Clinton 131 years later (which also ended in an acquittal), it was the only impeachment trial of a President in the history of the United States

Sharecropper

Sharecropping is a system of agriculture in which a landowner allows a tenant to use the land in return for a share of the crops produced on the land. Sharecropping has a long history and there are a wide range of different situations and types of agreements that have used a form of the system. Some are governed by tradition, and others by law. Legal contract systems such as the Italian mezzadria, the French métayage, the Spanish mediero, or the Islamic system of muqasat, occur widely. This was used commonly in the South between freedman blacks and landowners during the end of the 19th century and on.

Seward's Folly

The Alaska Purchase was the United States' acquisition of Alaska from the Russian Empire in 1867 by a treaty ratified by the U.S. Senate Russia wanted to sell its Alaskan territory, fearing that it might be seized if war broke out with Britain. Russia's primary activities in the territory had been fur trade and missionary work among the Native Alaskans. With the purchase of Alaska, the United States added 586,412 square miles (1,518,800 km2) of new territory. Reactions to the purchase in the United States were mixed, with some opponents calling it "Seward's Folly" while many others praised the move for weakening both Britain and Russia as rivals to American commercial expansion in the Pacific region.The purchase threatened British control of its Pacific coast colony, giving added impetus to Canadian Confederation, which was realized just three months later, in July 1867. The Dominion of Canada would welcome British Columbia to the union in 1871, ending US hopes of annexation and an uninterrupted connection of Alaska to the United States. Originally organized as the Department of Alaska, the area was renamed the District of Alaska and the Alaska Territory before becoming the modern state of Alaska upon being admitted to the Union as a state in 1959

Civil Rights Bill (1866)

The Civil Rights Act of 1866, 14 Stat. 27-30, enacted April 9, 1866, was the first United States federal law to define US citizenship and affirmed that all citizens were equally protected by the law. It was mainly intended to protect the civil rights of African-Americans, in the wake of the American Civil War. This legislation was enacted by Congress in 1865 but vetoed by President Andrew Johnson. In April 1866 Congress again passed the bill. Although Johnson again vetoed it, a two-thirds majority in each house overcame the veto and the bill ostensibly became law.

Compromise of 1877

The Compromise of 1877 was a purported informal, unwritten deal that settled the intensely disputed 1876 U.S. presidential election, pulled federal troops out of state politics in the South, and ended the Reconstruction Era. Through the Compromise, Republican Rutherford B. Hayes was awarded the White House over Democrat Samuel J. Tilden on the understanding that Hayes would remove the federal troops whose support was essential for the survival of Republican state governments in South Carolina, Florida and Louisiana. The compromise involved Democrats who controlled the House of Representatives allowing the decision of the Electoral Commission (United States) to take effect. The outgoing president, Republican Ulysses S. Grant, removed the soldiers from Florida. As president, Hayes removed the remaining troops in South Carolina and Louisiana. As soon as the troops left, many white Republicans also left and the "Redeemer" Democrats took control. What exactly happened is somewhat contested as the documentation is scanty. Black Republicans felt betrayed as they lost power.

Force Acts

The Enforcement Acts were three bills passed by the United States Congress between 1870 and 1871. They were criminal codes which protected African-Americans' right to vote, to hold office, to serve on juries, and receive equal protection of laws. The laws also allowed the federal government to intervene when states did not act. These acts were passed following the ratification of the Fourteenth Amendment to the US Constitution, which gave full citizenship to anyone born in the United States or freed slaves, and the Fifteenth Amendment, which banned racial discrimination in voting. At the time, the lives of all newly freed slaves, and their political and economic rights were being threatened.This threat led to the creation of the Enforcement Acts

Radical Republicans

The Radical Republicans were a faction of American politicians within the Republican Party from about 1854 (before the American Civil War) until the end of Reconstruction in 1877. They called themselves "Radicals" and were opposed during the war by the Moderate Republicans (led by Abraham Lincoln), by the Conservative Republicans, and by the pro-slavery Democratic Party. After the war, the Radicals were opposed by self-styled "conservatives" (in the South) and "liberals" (in the North). Radicals strongly opposed slavery during the war and after the war distrusted ex-Confederates, demanding harsh policies for the former rebels, and emphasizing civil rights and voting rights for freedmen (recently freed slaves). During the war, Radical Republicans often opposed Lincoln in terms of selection of generals (especially his choice of Democrat George B. McClellan for top command) and his efforts to bring states back into the Union. The Radicals passed their own reconstruction plan through Congress in 1864, but Lincoln vetoed it and was putting his own policies in effect when he was assassinated in 1865.Radicals pushed for the uncompensated abolition of slavery, while Lincoln wanted to pay slave owners who were loyal to the union. After the war, the Radicals demanded civil rights for freedmen, such as measures ensuring suffrage. They initiated the Reconstruction Acts, and limited political and voting rights for ex-Confederates. They bitterly fought President Andrew Johnson; they weakened his powers and attempted to remove him from office through impeachment (they were one vote short). The Radicals were vigorously opposed by the Democratic Party and often by moderate and Liberal Republicans as well.

Reconstruction Amendments

The Reconstruction Amendments are the Thirteenth, Fourteenth, and Fifteenth amendments to the United States Constitution, adopted between 1865 and 1870, the five years immediately following the Civil War. The amendments were important in implementing the Reconstruction of the American South after the war. Their proponents saw them as transforming the United States from a country that was (in Abraham Lincoln's words) "half slave and half free" to one in which the constitutionally guaranteed "blessings of liberty" would be extended to the entire populace, including the former slaves and their descendants. The Thirteenth Amendment (proposed and ratified in 1865) abolished slavery. The Fourteenth Amendment (proposed in 1866 and ratified in 1868) included the privileges and immunities clause, applicable to all citizens, and the due process and equal protection clauses applicable to all persons. The Fifteenth Amendment, (proposed in 1869 and ratified in 1870) prohibits discrimination in voting rights of citizens on the basis of "race, color, or previous condition of servitude." This amendment did not include a specific prohibition on discrimination on the basis of sex; it took another amendment—the Nineteenth, ratified in 1920—to prohibit such discrimination explicitly. Men and women of all races, regardless of prior slavery, could vote in some states of the early United States, such as New Jersey, provided that they could meet other requirements, such as property ownership. These amendments were intended to guarantee freedom to former slaves and to establish and prevent discrimination in civil rights to former slaves and all citizens of the United States. The promise of these amendments was eroded by state laws and federal court decisions over the course of the 19th century.

Tenure of Office Act (1867)

The Tenure of Office Act was a United States federal law (in force from 1867 to 1887) that was intended to restrict the power of the President of the United States to remove certain office-holders without the approval of the Senate. The law was enacted on March 3, 1867, over the veto of President Andrew Johnson. It purported to deny the president the power to remove any executive officer who had been appointed by the president, with the advice and consent of the Senate, unless the Senate approved the removal during the next full session of Congress. Congress repealed the act in its entirety in 1887.

Wade- Davis Bill

The Wade-Davis Bill of 1864 was a bill proposed for the Reconstruction of the South written by two Radical Republicans, Senator Benjamin Wade of Ohio and Representative Henry Winter Davis of Maryland. In contrast to President Abraham Lincoln's more lenient Ten Percent Plan, the bill made re-admittance to the Union for former Confederate states contingent on a majority in each Southern state to take the Ironclad oath to the effect they had never in the past supported the Confederacy. The bill passed both houses of Congress on July 2, 1864, but was pocket vetoed by Lincoln and never took effect. The Radical Republicans were outraged that Lincoln did not sign the bill. Lincoln wanted to mend the Union by carrying out the Ten percent plan. He believed it would be too difficult to repair all of the ties within the Union if the Wade-Davis bill passed

Ku Klux Klan Act

The act empowered the President to suspend the writ of habeas corpus to combat the Ku Klux Klan (KKK) and other white supremacy organizations during the Reconstruction Era. The act was passed by the 42nd United States Congress during the Reconstruction Era and signed into law by President Ulysses S. Grant on April 20, 1871. The act was the last of three Enforcement Acts passed by the United States Congress from 1870 to 1871 during the Reconstruction Era to combat attacks upon the suffrage rights of African Americans. The statute has been subject to only minor changes since then, but has been the subject of voluminous interpretation by courts. This legislation was asked for by President Grant and passed within one month of the president's request for it to Congress. Grant's request was a result of the reports he was receiving of widespread racial threats in the Deep South, particularly in South Carolina. He felt that he needed to have his authority broadened before he could effectively intervene. After the act's passage, the president had the power for the first time to both suppress state disorders on his own initiative and to suspend the right of habeas corpus.

Race Riots (1866)

These were the violent events that occurred from May 1 to 3 in Memphis, Tennessee. The racial violence was ignited by political, social and racial tensions following the American Civil War, in the early stages of Reconstruction. After a shooting altercation between white policemen and black soldiers recently mustered out of the Union Army, mobs of white civilians and policemen rampaged through black neighborhoods and the houses of freedmen, attacking and killing men, women and children. Federal troops were sent to quell the violence and peace was restored on the third day. A subsequent report by a joint Congressional Committee detailed the carnage, with blacks suffering most of the injuries and deaths: 46 blacks and 2 whites were killed, 75 blacks injured, over 100 black persons robbed, 5 black women raped, and 91 homes, 4 churches and 8 schools burned in the black community. Modern estimates place property losses at over $100,000, also suffered mostly by blacks. Many blacks fled the city permanently; by 1870, their population had fallen by one quarter compared to 1865. Public attention following the riots and reports of the atrocities, together with the New Orleans riot in July, strengthened the case made by Radical Republicans in U.S. Congress. The events influenced passage of the Fourteenth Amendment to the United States Constitution to grant full citizenship to freedmen, as well as passage of the Reconstruction Act to establish military districts and oversight in certain states

Freedman Bureau

This was a U.S. federal government agency that aided distressed freedmen (freed slaves) during the Reconstruction era of the United States. The Freedmen's Bureau Bill, which established the Freedmen's Bureau on March 3, 1865, was initiated by President Abraham Lincoln and was intended to last for one year after the end of the Civil War. The Freedmen's Bureau was an important agency of the early Reconstruction, assisting freedmen in the South. The Bureau was part of the United States Department of War. Headed by Union Army General Oliver O. Howard, the Bureau started operations in 1865. Throughout the first year, it became clear that these tasks were more difficult than had been previously believed as conservative Southerners established Black Codes detrimental to African-American civil rights.
