Lincoln issued his doc, under the authority of the U.S. as a way to confiscate war materials of the Confederate states
2nd Confiscation Act of 1862 - Southerners who committed treason and their punishments
All Southerners who hold jobs with the confederate army or soldiers in that army will be committed to have treason & will have their property confiscated, that property will not be returned; will not be able to uphold any jobs with the U.S. gov (insurrection against gov)

The slaves of those people involved with the confederate army or in any way helping the confederate army will be considered confiscated property and not returned
