One of the responsibilities of the Logistics Section is to verify with supervisors that hazardous chemicals received are/have:

RESPONSIBILITIES Employees

1) Chemicals brought into PF&R workspaces will strictly remain in manufacturer labeled containers. 2) Chemicals transferred to secondary containers must have proper Hazardous Material Identification System (HMIS) labels that are GHS compliant GHS labels may be printed from MSDS online or handwritten with fillable labels. 3) Adhere to the manufacturer's safety recommendations listed on the SDS. 4) Notify supervisors of any new hazardous material products. 5) Inform supervisors of any discrepancy found in the SDS or label. 6) Check the SDS against actual product for verification of information. 7) Do not accept any hazardous material from the public. Direct them to the appropriate agency/contact for disposal or more information. Refer to Section III. C.

RESPONSIBILITIES Hazmat 7 and Hazardous Materials Coordinator (HC458)

1) Implement basic hazard communications training. 2) Assist employees and supervisors with SDS/chemical information and hazards. 3) Assist Logistics Captain and Chief Safety Officer with updating the Hazard Communications Plan. 4) Assist with making required notifications for spills and emergencies.

RESPONSIBILITIES Logistics Section

1) Inform contractors on the hazardous chemicals to which they may be exposed while on any PF&R job site, and the procedure for obtaining SDSs. 2) Identify and obtain SDSs for chemicals the contractor is bringing into Portland Fire & Rescue's workplace. 3) Ensure contractors take the necessary precautions to lessen the possibility of exposure by using appropriate protective measures. 4) Ensure that incoming hazardous chemical containers have appropriate manufacturer labels and an accompanying SDS, if it is a new product. 5) Forward any new/updated SDS to supervisors where they are re- evaluated if necessary, and place summary information on the front page. 6) Verify with supervisors that hazardous chemicals received: -Are clearly labeled. -Have appropriate hazard warning. -Have the name of the manufacturer.

All PF&R employees will receive Hazard Communication orientation by their supervisors. This training will include the following information:

1) Know the safety rules and procedures that apply to the work being done. Determine the potential hazards (i.e., physical, chemical, biological) and appropriate precautions before beginning any new operation. 2) The use of proper work practices and personal protective equipment to minimize exposure. 3) An overview of the requirements contained in the Hazard Communication Rules, OAR 437, Division 2, Sub-Division Z, 1910.1200. 4) Categories/Chemicals present in their workplace. 5) Location and availability of the written Hazard Communication Program. 6) Physical and health effects of hazardous chemicals. 7) Methods and observation techniques used to determine the presence or release of hazardous chemicals in the work area. 8) Emergency safety procedures to follow if they are exposed to these chemicals. 9) How to read labels and review SDS to obtain the appropriate hazard information.

If the product is approved, Logistics will;

1) Make the SDS available in the PF&R eBinder. 2) Send an email notification to all stations.

Chemical Exposure Procedures for Spill Containment and Cleanup

1) Notify Supervisor 2) Contact Hazmat 7 and/or Hazardous Materials Coordinator(HC458) 3) Isolate the area. 4) Contain with available equipment to protect waterways while avoiding product contact. 5) Secure the area until cleanup. 6) Document and report through proper channels.

RESPONSIBILITIES 1) Chief Safety Officer 2) Hazardous Materials Coordinator (HC458) 3) Station Captains 4) Supervisors 5) and Logistics Staff Captain.

1) Provide Hazard Communication training on new hazardous chemicals. 2) Ensure employees have completed basic hazard communication training. 3) Ensure SDSs are available for each hazardous chemical in his/her work group. 4) Audit and perform an inventory of hazardous chemicals annually for compliance with the requirements of this program. 5) Seek assistance from the Chief Safety Officer when necessary.

Chemical Exposure Procedures for Medical Treatment

1) Secure adequate assistance. 2) Find SDS through MSDSonline. 3) Read SDS immediately to determine the appropriate first aid. 4) Deliver appropriate first aid. 5) Notify supervisor. 6) Follow exposure protocols as outlined in the Exposure Control Plan. 7) Complete all appropriate injury and exposure reports.

First Aid & Emergencies Anticipated emergencies are:

1) Thermal and chemical burns. 2) Cuts and puncture wounds from glass or metal, including possible chemical contamination. 3) Skin irritation by chemicals. 4) Poisoning by ingestion, inhalation or skin absorption. 5) Asphyxiation (chemical or electrical). 6) Injuries to the eyes from splashed chemical.

RESPONSIBILITIES Chief Safety Officer

1) Update and disseminate the written Hazard Communication Program. 2) Assist supervisors in implementing the Hazard Communication Program. 3) Coordinate annual basic hazard communication training through Medical Services and Training Division 4) Assist Hazardous Materials Coordinator(HC458) with making required notifications for spills and emergencies.

How often will Chemicals and the MSDSonline eBinder be audited and compared to ensure that they agree?

Company library SDS book and on the intranet.

Chemicals will not be brought into a PF&R facility until

Secondary Labeling - HMIS Labeling System All secondary containers shall be labeled with

appropriate GHS compliant labels printed from MSDSonline or handwritten on the GHS fillable labels provided to the stations from Logistics.

Employees who receive a chemical shall ensure that

correct labelling are adhered to at all times.

All new chemicals to be purchased for use in any facility, section, or division of PF&R will be

evaluated by Logistics prior to being brought on-site.

Employees of PF&R have a right to expect a safe place to work free from

exposure to hazardous materials and toxic substances. PF&R strives to provide a safe environment, and encourages safe methods and practices.

What should personnel do for a product they would like to use?

first search the MSDSonline eBinder for the product they would like to use.

Every hazardous chemical must have a

label.

SDS sheets will be available to employees, contractors, and vendors that perform work for the City of Portland on PF&R property for review at any time. If SDS sheets are not available, or new chemicals do not have an SDS,

notify your supervisor immediately.

The manufacturer's label is required on

original containers.

New chemicals will not be brought into a PF&R worksite without

prior evaluation of the Safety Data Sheets (SDS). In addition, no chemicals or hazardous materials will be accepted from the public. They should be directed to call Metro for delivery to the nearest hazardous waste collection point.

Contractors, vendors, and other Bureaus that perform work for the City of Portland on PF&R property are required to

provide an SDS for chemicals brought on PF&R property during completion of their work. Outside agencies that do not provide an SDS for products brought on-site should be asked to remove the product until the time an SDS is submitted to the facility personnel as reference.

If an unknown substance/chemical is discovered on any PF&R facility that cannot be traced to a contractor/ vendor;

the Hazardous Materials Coordinator(HC458) shall be immediately notified for identification and disposal. Employees shall not take it upon themselves to handle or dispose of unknown chemicals they encounter.

All products available from the Work and Supply System or the pre-built shopping lists of Office Depot and Grainger have been pre-entered into the MSDSonline eBinder. Discrepancies found between the eBinder and items available on Work and Supply, Grainger, or Office Depot will be brought to the attention of

the Logistics Staff Captain.

SDS will be maintained electronically at each location using

the MSDSonline website.

The success of this hazard communication program depends upon

the cooperation, participation and effort of everyone. No job is so important that members cannot take time to do it safely.

if the above two methods fail to produce a current SDS for a product, personnel may receive an updated SDS from

the manufacturer and submit it to the Logistics Staff Captain.

If the product cannot be found in the eBinder,

utilize the MSDSonline Search tab. If the SDS is found in the MSDSonline search, request the item's SDS be added to the PF&R eBinder.
