Military Risk Management
What is risk?
The chance of something going wrong, resulting in injury, damage, or loss.
What is probability?
The likelihood of an event taking place.
What do effective control measures specify?
Who, what, where, when, and how
What are the 3 steps in hazard assessment?
1. Assess the probability 2. Estimate the expected result/severity of event 3. Determine level of risk/severity given probability using risk assessment matrix
4 Levels of Severity?
1. Catastrophic - Death or permanent total disability, system loss, major property damage. 2. Critical - permanent partial disability, temporary total disability in excess of 3 months, major system damage, significant property damage. 3. Marginal - Minor injury, lost workday accident, compensable injury or illness, minor system damage, minor property damage. 4. Negligible - first aid or minor supportive medical treatment, minor system impairment.
5 Levels of Probability?
1. Frequent - very often/regularly 1/500 2. Likely - common occurrence 1/1000 3. Occasional - sporadic but not uncommon - may or may not occur during deployment 4. Seldom - remotely possible - several things usually must occur for it to happen 5. Unlikely - assume it will not occur, but is possible
What are 5 steps in RM process?
1. I dentify hazards 2. A ssess hazards 3. D evelop controls and make risk decisions 4. I mplement controls 5. S upervise and evaluate.
What are principles of Risk Management?
1. Integrate RM into all phases of missions/operations 2. Make risk decisions at appropriate level of command 3. Accept no unnecessary risk 4. Apply the process cyclically and continuously 5. Do not be risk adverse
Risk Management in Troop Leading Process
1. Receive Mission - Identify Hazard & Assess Hazard 2. Issue Warning Order - Identify Hazard, Assess Hazard, Develop Controls & Make Risk Decisions 3. Make Tentative Plan - Identify Hazard, Assess Hazard, Develop Controls & Make Risk Decisions 4. Initiate Movement/Conduct Recon/Complete Plan - Identify Hazard, Assess Hazard, Develop Controls & Make Risk Decisions, and Implement Controls 5. issue Order - Develop Control, Implement Controls, Supervise & Evaluate 6. Supervise & Refine - Implement Controls, Supervise & Evaluate
2 types of risks?
1. Tactical Risk 2. Accidental Risk
What is a risk decision?
A decision based on what constitutes an acceptable level of risk.
What is a Risk Assessment Matrix?
A matrix that defines the level of risk based on the probability and severity of a hazardous event.
What are the three basic categories of control?
Educational Physical Avoidance/Elimination
How do you implement controls?
Ensure controls are communicated to those involved in the activity. SOPs, written and verbal orders, briefings. Clear and simple executions orders.
What are the factors that cause accidents?
Environment, human, material
In which step of the five steps RM process is the METT-TC analysis conducted?
Identify hazards
What is the role of METT-TC in hazard identification?
M ission E nemy T errain (weather) T ime T roop Availability C ivil and/or Legal Considerations
What is the definition of Risk Management?
Primary decision making process to mitigate risk with hazards that have potential to injure/destroy/kill soldiers, equipment or impact mission
Risk Management Responsibilities
Responsibility of commanders, staff officers, leaders, individual soldiers varies on operation and activity and contribute to ongoing process. 1. Varies by operation 2. During ops primarily with commanders, leaders, and staff 3. During non-tactical or non-operational, primarily with soldiers.
What happens when mission environment do not present enough time for written risk assessments?
Risk Management process is completed mentally and communicated verbally to subordinates
Which of the following represents a principle of risk management?
Risk management must be applied cyclically and continuously
Once controls are implemented, how do you supervise, evaluate, and refine?
Supervision/Evaluation occurs throughout all phases of any operation or activity Refining allows for identification of weaknesses and allows changes to controls due to performance or environmental factors
What is severity?
The degree to which an incident will impact task achievement or organizational readiness.
How do you identify hazards?
You observe an actual or potential condition, situation, or event that can result in injury.
Hazards
have potential to injure/destroy/kill soldiers, equipment or impact mission
What type of error or factor is the leading cause of accidents?
human
