Administrative divisions of Latvia Main article: Administrative divisions of Latvia See also: List of cities in Latvia, Planning regions of Latvia, Statistical regions of Latvia, and Historical regions of Latvia Latvia is a unitary state, currently divided into 110 one-level municipalities (Latvian: novadi) and 9 republican cities (Latvian: republikas pilsētas) with their own city council and administration: Daugavpils, Jēkabpils, Jelgava, Jūrmala, Liepāja, Rēzekne, Riga, Valmiera, and Ventspils. There are four historical and cultural regions in Latvia - Courland, Latgale, Vidzeme, Zemgale, which are recognised in Constitution of Latvia. Selonia, a part of Zemgale, is sometimes considered culturally distinct region, but it is not part of any formal division. The borders of historical and cultural regions usually are not explicitly defined and in several sources may vary. In formal divisions, Riga region, which includes the capital and parts of other regions that have a strong relationship with the capital, is also often included in regional divisions; e.g., there are five planning regions of Latvia (Latvian: plānošanas reģioni), which were created in 2009 to promote balanced development of all regions. Under this division Riga region includes large parts of what traditionally is considered Vidzeme, Courland, and Zemgale. Statistical regions of Latvia, established in accordance with the EU Nomenclature of Territorial Units for Statistics, duplicate this division, but divides Riga region into two parts with the capital alone being a separate region.[citation needed] The largest city in Latvia is Riga, the second largest city is Daugavpils and the third largest city is Liepaja. The president is elected by the Saeima in a separate election, also held every four years. The president appoints a prime minister who, together with his cabinet, forms the executive branch of the government, which has to receive a confidence vote by the Saeima. It is also a member of the Council of the Baltic Sea States and Nordic Investment Bank. It was a member of the League of Nations (1921-1946). Latvia is part of the Schengen Area and joined the Eurozone on 1 January 2014. Latvia has established diplomatic relations with 158 countries. It has 44 diplomatic and consular missions and maintains 34 embassies and 9 permanent representations abroad. There are 37 foreign embassies and 11 international organisations in Latvia's capital Riga. Latvia hosts one European Union institution, the Body of European Regulators for Electronic Communications (BEREC).[93] Latvia's foreign policy priorities include co-operation in the Baltic Sea region, European integration, active involvement in international organisations, contribution to European and transatlantic security and defence structures, participation in international civilian and military peacekeeping operations, and development co-operation, particularly the strengthening of stability and democracy in the EU's Eastern Partnership countries.[94][95][96] Foreign ministers of the Nordic and Baltic countries in Helsinki, 2011 Since the early 1990s, Latvia has been involved in active trilateral Baltic states co-operation with its neighbours Estonia and Lithuania, and Nordic-Baltic co-operation with the Nordic countries. The Baltic Council is the joint forum of the interparliamentary Baltic Assembly (BA) and the intergovernmental Baltic Council of Ministers (BCM).[97] Nordic-Baltic Eight (NB-8) is the joint co-operation of the governments of Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden.[98] Nordic-Baltic Six (NB-6), comprising Nordic-Baltic countries that are European Union member states, is a framework for meetings on EU-related issues. Interparliamentary co-operation between the Baltic Assembly and Nordic Council was signed in 1992 and since 2006 annual meetings are held as well as regular meetings on other levels.[98] Joint Nordic-Baltic co-operation initiatives include the education programme NordPlus[99] and mobility programmes for public administration,[100] business and industry[101] and culture.[102] The Nordic Council of Ministers has an office in Riga.[103] Latvia participates in the Northern Dimension and Baltic Sea Region Programme, European Union initiatives to foster cross-border co-operation in the Baltic Sea region and Northern Europe. The secretariat of the Northern Dimension Partnership on Culture (NDPC) will be located in Riga.[104] In 2013 Riga hosted the annual Northern Future Forum, a two-day informal meeting of the prime ministers of the Nordic-Baltic countries and the UK.[105] The Enhanced Partnership in Northern Europe or e-Pine is the U.S. Department of State diplomatic framework for co-operation with the Nordic-Baltic countries.[106] Latvia hosted the 2006 NATO Summit and since then the annual Riga Conference has become a leading foreign and security policy forum in Northern Europe.[107] Latvia held the Presidency of the Council of the European Union in the first half of 2015.[citation needed] Human rights Main article: Human rights in Latvia Non-citizen passport According to the reports by Freedom House and the US Department of State, human rights in Latvia are generally respected by the government:[108][109] Latvia is ranked above-average among the world's sovereign states in democracy,[110] press freedom,[111] privacy[112] and human development.[113] The country has a large ethnic Russian community, which was guaranteed basic rights under the constitution and international human rights laws ratified by the Latvian government.[108][114] Approximately 270,000 non-citizens [115]- including stateless persons - have limited access to some political rights - only citizens are allowed to participate in parliamentary or municipal elections, although there are no limitations in regards to joining political parties or other political organizations.[116][117] In 2011, the OSCE High Commissioner on National Minorities "urged Latvia to allow non-citizens to vote in municipal elections."[118] Additionally, there have been reports of police abuse of detainees and arrestees, poor prison conditions and overcrowding, judicial corruption, discrimination against women, incidents of violence against ethnic minorities, and societal violence and incidents of government discrimination against homosexuals.[108][119][120] In 2016, Nils Ušakovs, the first ethnic Russian mayor of Riga in independent Latvia, has been fined by Latvia's State Language Center for posting in Russian on Facebook.[121] Military Main article: Military of Latvia Naval Forces minehunter Imanta Latvian soldiers during an exercise The National Armed Forces (Latvian: Nacionālie Bruņotie Spēki (NAF)) of Latvia consists of the Land Forces, Naval Forces, Air Force, National Guard, Special Tasks Unit, Military Police, NAF staff Battalion, Training and Doctrine Command, and Logistics Command. Latvia's defence concept is based upon the Swedish-Finnish model of a rapid response force composed of a mobilisation base and a small group of career professionals. From 1 January 2007, Latvia switched to a professional fully contract-based army.[122] Latvia participates in international peacekeeping and security operations. Latvian armed forces have contributed to NATO and EU military operations in Bosnia and Herzegovina (1996-2009), Albania (1999), Kosovo (2000-2009), Macedonia (2003), Iraq (2005-2006), Afghanistan (since 2003), Somalia (since 2011) and Mali (since 2013).[123][124][125] Latvia also took part in the US-led Multi-National Force operation in Iraq (2003-2008)[126] and OSCE missions in Georgia, Kosovo and Macedonia.[127] Latvian armed forces contributed to a UK-led Battlegroup in 2013 and the Nordic Battlegroup in 2015 under the Common Security and Defence Policy (CSDP) of the European Union.[128] Latvia acts as the lead nation in the coordination of the Northern Distribution Network for transportation of non-lethal ISAF cargo by air and rail to Afghanistan.[129][130][131] It is part of the Nordic Transition Support Unit (NTSU), which renders joint force contributions in support of Afghan security structures ahead of the withdrawal of Nordic and Baltic ISAF forces in 2014.[132] Since 1996 more than 3600 military personnel have participated in international operations,[124] of whom 7 soldiers perished.[133] Per capita, Latvia is one of the largest contributors to international military operations.[134] Latvian civilian experts have contributed to EU civilian missions: border assistance mission to Moldova and Ukraine (2005-2009), rule of law missions in Iraq (2006 and 2007) and Kosovo (since 2008), police mission in Afghanistan (since 2007) and monitoring mission in Georgia (since 2008).[123] Since March 2004, when the Baltic states joined NATO, fighter jets of NATO members have been deployed on a rotational basis for the Baltic Air Policing mission at Šiauliai Airport in Lithuania to guard the Baltic airspace. Latvia participates in several NATO Centres of Excellence: Civil-Military Co-operation in the Netherlands, Cooperative Cyber Defence in Estonia and Energy Security in Lithuania. It plans to establish the NATO Strategic Communications Centre of Excellence in Riga.[135] Latvia co-operates with Estonia and Lithuania in several trilateral Baltic defence co-operation initiatives: Baltic Battalion (BALTBAT) - infantry battalion for participation in international peace support operations, headquartered near Riga, Latvia; Baltic Naval Squadron (BALTRON) - naval force with mine countermeasures capabilities, headquartered near Tallinn, Estonia; Baltic Air Surveillance Network (BALTNET) - air surveillance information system, headquartered near Kaunas, Lithuania; Joint military educational institutions: Baltic Defence College in Tartu, Estonia, Baltic Diving Training Centre in Liepāja, Latvia and Baltic Naval Communications Training Centre in Tallinn, Estonia.[136] Future co-operation will include sharing of national infrastructures for training purposes and specialisation of training areas (BALTTRAIN) and collective formation of battalion-sized contingents for use in the NATO rapid-response force.[137] In January 2011, the Baltic states were invited to join NORDEFCO, the defence framework of the Nordic countries.[138] In November 2012, the three countries agreed to create a joint military staff in 2013.[139]

Turkmenistan

After 69 years as part of the Soviet Union (including 67 years as a union republic), Turkmenistan declared its independence on 27 October 1991. President for Life Saparmurat Niyazov, a former bureaucrat of the Communist Party of the Soviet Union, ruled Turkmenistan from 1985, when he became head of the Communist Party of the Turkmen SSR, until his death in 2006. He retained absolute control over the country after the dissolution of the Soviet Union. On 28 December 1999, Niyazov was declared President for Life of Turkmenistan by the Mejlis (parliament), which itself had taken office a week earlier in elections that included only candidates hand-picked by President Niyazov. No opposition candidates were allowed. Since the December 2006 death of Niyazov, Turkmenistan's leadership has made tentative moves to open up the country. His successor, President Gurbanguly Berdimuhamedow, repealed some of Niyazov's most idiosyncratic policies, including banning opera and the circus for being "insufficiently Turkmen". In education, Berdimuhamedow's government increased basic education to ten years from nine years, and higher education was extended from four years to five. It also increased contacts with the West, which is eager for access to the country's natural gas riches. The politics of Turkmenistan take place in the framework of a presidential republic, with the President both head of state and head of government. Under Niyazov, Turkmenistan had a one-party system; however, in September 2008, the People's Council unanimously passed a resolution adopting a new Constitution. The latter resulted in the abolition of the Council and a significant increase in the size of Parliament in December 2008 and also permits the formation of multiple political parties. The former Communist Party, now known as the Democratic Party of Turkmenistan, is the dominant party. The second party, the Party of Industrialists and Entrepreneurs was established in August 2012. Political gatherings are illegal unless government sanctioned. In 2013 the first multi-party Parliamentary Elections were held in Turkmenistan. Turkmenistan was a one-party state from 1991 to 2012; however, the 2013 elections were widely seen as mere window dressing.[20] In practice, all parties in parliament operate jointly under the direction of the DPT. There are no true opposition parties in the Turkmen parliament.[21] Foreign relations Main article: Foreign relations of Turkmenistan President of Turkmenistan Gurbanguly Berdimuhamedov with the then President of the United States Barack Obama and First Lady Michelle Obama Turkmenistan's declaration of "permanent neutrality" was formally recognized by the United Nations in 1995.[22] Former President Saparmurat Niyazov stated that the neutrality would prevent Turkmenistan from participating in multi-national defense organizations, but allows military assistance. Its neutral foreign policy has an important place in the country's constitution. Turkmenistan has diplomatic relations with 132 countries.[23] List of international organization memberships Organization of Islamic Cooperation[24] Human rights Main article: Human rights in Turkmenistan Turkmenistan has been widely criticised for human rights abuses and has imposed severe restrictions on foreign travel for its citizens.[25] Discrimination against the country's ethnic minorities remains in practice. Universities have been encouraged to reject applicants with non-Turkmen surnames, especially ethnic Russians.[26] It is forbidden to teach the customs and language of the Baloch, an ethnic minority.[citation needed] The same happens to Uzbeks, though the Uzbek language was formerly taught in some national schools.[27] According to Reporters Without Borders' 2014 World Press Freedom Index, Turkmenistan had the 3rd worst press freedom conditions in the world (178/180 countries), just before North Korea and Eritrea.[28] It is considered to be one of the "10 Most Censored Countries". Each broadcast under Niyazov began with a pledge that the broadcaster's tongue will shrivel if he slanders the country, flag, or president.[29] Religious minorities are discriminated against for conscientious objection and practicing their religion by imprisonment, preventing foreign travel, confiscating copies of Christian literature or defamation.[30][31][32] Many detainees who have been arrested for exercising their freedom of religion or belief, were tortured and subsequently sentenced to imprisonment, many of them without a court decision.[33][34] Homosexual acts are illegal in Turkmenistan.[35] Restrictions on free and open communication Despite the launch of Turkmenistan's first communication satellite—TurkmenSat 1—in April 2015, the Turkmen government banned all satellite dishes in Turkmenistan the same month. The statement issued by the government indicated that all existing satellite dishes would have to be removed or destroyed—despite the communications receiving antennas having been legally installed since 1995—in an effort by the government to fully block access of the population to many "hundreds of independent international media outlets which are currently accessible in the country only through satellite dishes, including all leading international news channels in different languages. The main target of this campaign is Radio Azatlyk, the Turkmen-language service of Radio Free Europe/Radio Liberty. It is the only independent source of information about Turkmenistan and the world in the Turkmen language and is widely listened to in the country."[36]

Russia

The Russian Federation is fundamentally structured as a multi-party representative democracy, with the federal government composed of three branches: Legislative: The bicameral Federal Assembly of Russia, made up of the 450-member State Duma and the 166-member Federation Council, adopts federal law, declares war, approves treaties, has the power of the purse and the power of impeachment of the President. Executive: The President is the Supreme Commander-in-Chief of the Armed Forces, can veto legislative bills before they become law, and appoints the Government of Russia (Cabinet) and other officers, who administer and enforce federal laws and policies. Judiciary: The Constitutional Court, Supreme Court and lower federal courts, whose judges are appointed by the Federation Council on the recommendation of the President, interpret laws and can overturn laws they deem unconstitutional. The president is elected by popular vote for a six-year term (eligible for a second term, but not for a third consecutive term).[126] Ministries of the government are composed of the Premier and his deputies, ministers, and selected other individuals; all are appointed by the President on the recommendation of the Prime Minister (whereas the appointment of the latter requires the consent of the State Duma). Leading political parties in Russia include United Russia, the Communist Party, the Liberal Democratic Party, and A Just Russia. In 2013, Russia was ranked as 122nd of 167 countries in the Democracy Index, compiled by The Economist Intelligence Unit,[127] while the World Justice Project, as of 2014, ranked Russia 80th of 99 countries surveyed in terms of rule of law.[128] Foreign relations Main article: Foreign relations of Russia As a transcontinental country, Russia is a member of both the Council of Europe (COE) and the Asia Cooperation Dialogue. The Russian Federation became the 39th member state of the Council of Europe on February 28, 1996 Member states, observers and partners of the Shanghai Cooperation Organisation (SCO) The Russian Federation is recognized in international law as a successor state of the former Soviet Union.[31] Russia continues to implement the international commitments of the USSR, and has assumed the USSR's permanent seat in the UN Security Council, membership in other international organisations, the rights and obligations under international treaties, and property and debts. Russia has a multifaceted foreign policy. As of 2009, it maintains diplomatic relations with 191 countries and has 144 embassies. The foreign policy is determined by the President and implemented by the Ministry of Foreign Affairs of Russia.[129] As the successor to a former superpower, Russia's geopolitical status has often been debated, particularly in relation to unipolar and multipolar views on the global political system. While Russia is commonly accepted to be a great power, in recent years it has been characterized by a number of world leaders,[130][131] scholars,[132] commentators and politicians[133] as a currently reinstating or potential superpower.[134][135][136] Russia is one of five permanent members of the UN Security Council. The country participates in the Quartet on the Middle East and the Six-party talks with North Korea. Russia is a member of the G8 industrialized nations, the Council of Europe, OSCE, and APEC. Russia usually takes a leading role in regional organisations such as the CIS, EurAsEC, CSTO, and the SCO.[137] Russia became the 39th member state of the Council of Europe in 1996.[138] In 1998, Russia ratified the European Convention on Human Rights. The legal basis for EU relations with Russia is the Partnership and Cooperation Agreement, which came into force in 1997. The Agreement recalls the parties' shared respect for democracy and human rights, political and economic freedom and commitment to international peace and security.[139] In May 2003, the EU and Russia agreed to reinforce their cooperation on the basis of common values and shared interests.[140] Former President Vladimir Putin had advocated a strategic partnership with close integration in various dimensions including establishment of EU-Russia Common Spaces.[141] Since the dissolution of the Soviet Union, Russia has developed a friendlier relationship with the United States and NATO. India is the largest customer of Russian military equipment and the two countries share extensive defense and strategic relations.[143] In recent years, the country has strengthened bilateral ties especially with the People's Republic of China by signing the Treaty of Friendship as well as building the Trans-Siberian oil pipeline and gas pipeline from Siberia to China.[144][145] An important aspect of Russia's relations with the West is the criticism of Russia's political system and human rights management (including LGBT rights, media freedom, and reports about killed journalists) by Western governments, the mass media and the leading democracy and human rights watchdogs. In particular, such organisations as Amnesty International and Human Rights Watch consider Russia to have not enough democratic attributes and to allow few political rights and civil liberties to its citizens.[146][147] Freedom House, an international organisation funded by the United States, ranks Russia as "not free", citing "carefully engineered elections" and "absence" of debate.[148] Russian authorities dismiss these claims and especially criticise Freedom House. The Russian Ministry of Foreign Affairs has called the 2006 Freedom in the World report "prefabricated", stating that the human rights issues have been turned into a political weapon in particular by the United States. The ministry also claims that such organisations as Freedom House and Human Rights Watch use the same scheme of voluntary extrapolation of "isolated facts that of course can be found in any country" into "dominant tendencies".[149] Military Main article: Russian Armed Forces Military-patriotic recreation park of the Armed Forces of the Russian Federation 2015 Moscow Victory Day Parade: Russians at «Immortal regiment», carrying portraits of their ancestors who fought in World War II. The Russian military is divided into the Ground Forces, Navy, and Air Force. There are also three independent arms of service: Strategic Missile Troops, Aerospace Defence Forces, and the Airborne Troops. As of 2017, the military comprised over 1 million active duty personnel, the fifth largest in the world.[150] Additionally, there are over 2.5 million reservists, with the total number of reserve troops possibly being as high as 20 million.[151] It is mandatory for all male citizens aged 18-27 to be drafted for a year of service in Armed Forces.[109] Russia has the largest stockpile of nuclear weapons in the world, the second largest fleet of ballistic missile submarines, and the only modern strategic bomber force outside the United States.[36][152] Russia's tank force is the largest in the world, while its surface navy and air force are among the largest. The country has a large and fully indigenous arms industry, producing most of its own military equipment with only a few types of weapons imported. It has been one of the world's top supplier of arms since 2001, accounting for around 30% of worldwide weapons sales[153] and exporting weapons to about 80 countries.[154] The Stockholm International Peace Research Institute, SIPRI, found that Russia was the second biggest exporter of arms in 2010-14, increasing their exports by 37 per cent from the period 2005-2009. In 2010-14, Russia delivered weapons to 56 states and to rebel forces in eastern Ukraine.[155] The Russian government's official 2014 military budget is about 2.49 trillion rubles (approximately US$69.3 billion), the third largest in the world behind the US and China. The official budget is set to rise to 3.03 trillion rubles (approximately US$83.7 billion) in 2015, and 3.36 trillion rubles (approximately US$93.9 billion) in 2016.[156] However, unofficial estimates put the budget significantly higher, for example the Stockholm International Peace Research Institute (SIPRI) 2013 Military Expenditure Database estimated Russia's military expenditure in 2012 at US$90.749 billion.[157] This estimate is an increase of more than US$18 billion on SIPRI's estimate of the Russian military budget for 2011 (US$71.9 billion).[158] As of 2014, Russia's military budget is higher than any other European nation. These subjects have equal representation—two delegates each—in the Federation Council.[161] However, they differ in the degree of autonomy they enjoy. 46 oblasts (provinces): most common type of federal subjects, with locally elected governor and legislature.[162] 22 republics: nominally autonomous; each is tasked with drafting its own constitution, direct-elected[162] head of republic[163] or a similar post, and parliament. Republics are allowed to establish their own official language alongside Russian but are represented by the federal government in international affairs. Republics are meant to be home to specific ethnic minorities. 9 krais (territories): essentially the same as oblasts. The "territory" designation is historic, originally given to frontier regions and later also to the administrative divisions that comprised autonomous okrugs or autonomous oblasts. 4 autonomous okrugs (autonomous districts): originally autonomous entities within oblasts and krais created for ethnic minorities, their status was elevated to that of federal subjects in the 1990s. With the exception of Chukotka Autonomous Okrug, all autonomous okrugs are still administratively subordinated to a krai or an oblast of which they are a part. 1 autonomous oblast (the Jewish Autonomous Oblast): historically, autonomous oblasts were administrative units subordinated to krais. In 1990, all of them except for the Jewish AO were elevated in status to that of a republic. 3 federal cities (Moscow, Saint Petersburg, and Sevastopol): major cities that function as separate regions. Further information: Political status of Crimea and Sevastopol and Annexation of Crimea by the Russian Federation Federal districts Federal subjects are grouped into eight federal districts, each administered by an envoy appointed by the President of Russia.[164] Unlike the federal subjects, the federal districts are not a subnational level of government, but are a level of administration of the federal government. Federal districts' envoys serve as liaisons between the federal subjects and the federal government and are primarily responsible for overseeing the compliance of the federal subjects with the federal laws.

Azerbaijan

Government building The son of former President Heydar Aliyev, Ilham Aliyev, succeeded his father and has remained in power since 2003. The structural formation of Azerbaijan's political system was completed by the adoption of the new Constitution on 12 November 1995. According to Article 23 of the Constitution, the state symbols of the Azerbaijan Republic are the flag, the coat of arms, and the national anthem. The state power in Azerbaijan is limited only by law for internal issues, but for international affairs is additionally limited by the provisions of international agreements. The government of Azerbaijan is based on the separation of powers among the legislative, executive, and judicial branches. The legislative power is held by the unicameral National Assembly and the Supreme National Assembly in the Nakhchivan Autonomous Republic. Parliamentary elections are held every five years, on the first Sunday of November. The Yeni Azerbaijan Party, and independents loyal to the ruling government, currently hold almost all of the Parliament's 125 seats. During the 2010 Parliamentary election, the opposition parties, Musavat and Azerbaijani Popular Front Party, failed to win a single seat. European observers found numerous irregularities in the run-up to the election and on election day.[121] The executive power is held by the President, who is elected for a seven-year term by direct elections, and the Prime Minister. The president is authorized to form the Cabinet, a collective executive body, accountable to both the President and the National Assembly.[2] The Cabinet of Azerbaijan consists primarily of the prime minister, his deputies, and ministers. The president does not have the right to dissolve the National Assembly, but has the right to veto its decisions. To override the presidential veto, the parliament must have a majority of 95 votes. The judicial power is vested in the Constitutional Court, Supreme Court, and the Economic Court. The president nominates the judges in these courts. The European Commission for the Efficiency of Justice (CEPEJ) report refers to the Azerbaijani justice model on the selection of new judges as best practice that reflects the particular features and the course of development towards ensuring the independence and quality of the judiciary in a new democracy.[122][123] The Security Council is the deliberative body under the president, and he organizes it according to the Constitution. It was established on 10 April 1997. The administrative department is not a part of the president's office but manages the financial, technical and pecuniary activities of both the president and his office. Although Azerbaijan has held several elections since regaining its independence and it has many of the formal institutions of democracy, it remains classified as "not free" (on border with "partly free") by Freedom House.[124][125] In recent years, large numbers of Azerbaijani journalists, bloggers, lawyers, and human rights activists have been rounded up and jailed for their criticism of President Aliyev and government authorities.[126] A resolution adopted by the European Parliament in September 2015 described Azerbaijan as "having suffered the greatest decline in democratic governance in all of Eurasia over the past ten years," noting as well that its dialogue with the country on human rights has "not made any substantial progress."[127] On 17 March 2016, the President of Azerbaijan signed a decree pardoning more than a dozen of the persons regarded as political prisoners by some NGOs.[128] This decree was welcomed as a positive step by the US State Department.[129] On 16 March 2017 another pardon decree was signed, which led to the release of additional persons regarded as political prisoners.[130] Azerbaijan has been harshly criticized for bribing foreign officials and diplomats in order to promote its causes abroad and legitimize its elections at home, a practice which has been termed as Caviar diplomacy.[131][132][133][134] However, on 6 March 2017, ESISC (European Strategic Intelligence and Security Center) published a report called "The Armenian Connection" where it attacked human rights NGOs and research organisations criticising human rights violations and corruption in Azerbaijan. ESISC in that report asserted that "Caviar diplomacy" report elaborated by ESI aimed to create climate of suspicion based on slander to form a network of MPs that would engage in a political war against Azerbaijan, and that the network composed of European PMs, Armenian officials and some NGOs: Human Rights Watch, Amnesty International, "Human Rights House Foundation", "Open Dialog, European Stability Initiative, and Helsinki Committee for Human Rights, was financed by the Soros Foundation.[135][136] According to Robert Coalson (Radio Free Europe), ESISC is a part of Baku's lobbying efforts to extend to the use of front think tanks to shift public opinion.[137] Freedom Files Analytical Centre said that "The report is written in the worst traditions of authoritarian propaganda".[138] Foreign relations Main article: Foreign relations of Azerbaijan See also: Azerbaijan and the European Union Vladimir Putin in Azerbaijan in August 2013 The short-lived Azerbaijan Democratic Republic succeeded in establishing diplomatic relations with six countries, sending diplomatic representatives to Germany and Finland.[139] The process of international recognition of Azerbaijan's independence from the collapsing Soviet Union lasted roughly one year. The most recent country to recognize Azerbaijan was Bahrain, on 6 November 1996.[140] Full diplomatic relations, including mutual exchanges of missions, were first established with Turkey, Pakistan, the United States, Iran[139] and Israel.[141] Azerbaijan has placed a particular emphasis on its "special relationship" with Turkey.[142][143] Azerbaijan has diplomatic relations with 158 countries so far and holds membership in 38 international organizations.[16] It holds observer status in the Non-Aligned Movement and World Trade Organization and is a correspondent at the International Telecommunication Union.[16] On 9 May 2006 Azerbaijan was elected to membership in the newly established Human Rights Council by the United Nations General Assembly. The term of office began on 19 June 2006.[18] Azerbaijan for the first time elected as a non-permanent member of the UN Security Council in 2011 with the support of 155 countries. Foreign policy priorities of Azerbaijan include, first of all, the restoration of its territorial integrity; elimination of the consequences of occupation of Nagorno-Karabakh and seven other regions of Azerbaijan surrounding Nagorno-Karabakh;[144][145] integration into European and Euro-Atlantic structure; contribution to international security; cooperation with international organizations; regional cooperation and bilateral relations; strengthening of defense capability; promotion of security by domestic policy means; strengthening of democracy; preservation of ethnic and religious tolerance; scientific, educational, and cultural policy and preservation of moral values; economic and social development; enhancing internal and border security; and migration, energy, and transportation security policy.[144] The Azerbaijani government, in late 2007, stated that the long-standing dispute over the Armenian-occupied territory of Nagorno-Karabakh is almost certain to spark a new war if it remains unresolved.[144] The Government is in the process of increasing its military budget.[146] Azerbaijan is an active member of international coalitions fighting international terrorism. Azerbaijan was one of the first countries to offer support after the September 11 attacks.[147] The country is contributing to peacekeeping efforts in Kosovo, Afghanistan and Iraq. Azerbaijan is an active member of NATO's Partnership for Peace program. It also maintains good relations with the European Union and could potentially one day apply for membership.[144]

Belarus

House of Representatives of Belarus Victory Square in Minsk Belarus is a presidential republic, governed by a president and the National Assembly. The term for each presidency is five years. Under the 1994 constitution, the president could serve for only two terms as president, but a change in the constitution in 2004 eliminated term limits.[93] Alexander Lukashenko has been the president of Belarus since 1994. In 1996, Lukashenko called for a controversial vote to extend the presidential term from five to seven years, and as a result the election that was supposed to occur in 1999 was pushed back to 2001. The referendum on the extension was denounced as a "fantastic" fake by the chief electoral officer, Viktar Hanchar, who was removed from the office for official matters only during the campaign.[94] The National Assembly is a bicameral parliament comprising the 110-member House of Representatives (the lower house) and the 64-member Council of the Republic (the upper house).[95] The House of Representatives has the power to appoint the prime minister, make constitutional amendments, call for a vote of confidence on the prime minister, and make suggestions on foreign and domestic policy.[96] The Council of the Republic has the power to select various government officials, conduct an impeachment trial of the president, and accept or reject the bills passed by the House of Representatives. Each chamber has the ability to veto any law passed by local officials if it is contrary to the constitution.[97] The government includes a Council of Ministers, headed by the prime minister and five deputy prime ministers.[98] The members of this council need not be members of the legislature and are appointed by the president. The judiciary comprises the Supreme Court and specialized courts such as the Constitutional Court, which deals with specific issues related to constitutional and business law. The judges of national courts are appointed by the president and confirmed by the Council of the Republic. For criminal cases, the highest court of appeal is the Supreme Court. The Belarusian Constitution forbids the use of special extrajudicial courts.[97] In the 2012 parliamentary election, 105 of the 110 members elected to the House of Representatives were not affiliated with any political party. The Communist Party of Belarus won 3 seats, and the Agrarian Party and Republican Party of Labour and Justice, one each.[99] Most non-partisans represent a wide scope of social organizations such as workers' collectives, public associations, and civil society organizations, similar to the composition of the Soviet legislature.[100] Election controversies Neither the pro-Lukashenko parties, such as the Belarusian Socialist Sporting Party and the Republican Party of Labour and Justice, nor the People's Coalition 5 Plus opposition parties, such as the Belarusian People's Front and the United Civil Party of Belarus, won any seats in the 2004 elections. Groups such as the Organization for Security and Co-operation in Europe (OSCE) declared the election "un-free" because of the opposition parties' poor results and media bias in favor of the government.[101] In the 2006 presidential election, Lukashenko was opposed by Alaksandar Milinkievič, who represented a coalition of opposition parties, and by Alaksandar Kazulin of the Social Democrats. Kazulin was detained and beaten by police during protests surrounding the All Belarusian People's Assembly. Lukashenko won the election with 80% of the vote; the Russian Federation and the CIS deemed the vote open and fair[102] while the OSCE and other organizations called the election unfair.[103] After the December completion of the 2010 presidential election, Lukashenko was elected to a fourth straight term with nearly 80% of the vote in elections. The runner-up opposition leader Andrei Sannikov received less than 3% of the vote; independent observers criticized the election as fraudulent. When opposition protesters took to the streets in Minsk, many people, including most rival presidential candidates, were beaten and arrested by the state militia.[104] Many of the candidates, including Sannikov, were sentenced to prison or house arrest for terms which are mainly and typically over four years.[105][106] Six months later amid an unprecedented economic crisis, activists utilized social networking to initiate a fresh round of protests characterized by wordless hand-clapping.[107] Corruption The judicial system in Belarus lacks independence and is subject to political interference.[108] Corrupt practices such as bribery often took place during tender processes, and whistleblower protection and national ombudsman are lacking in Belarus's anti-corruption system.[109] However, there is a political will to fight against corruption in the government, and the government has made some progress in combating corruption, such as minimizing tax regulations in order to improve transparency in the tax office.[110] Human rights Main article: Human rights in Belarus A symbol of Belarusian opposition, this flag served as the national flag from 1991 to 1995. Lukashenko has described himself as having an "authoritarian ruling style".[93] Western countries have described Belarus under Lukashenko as a dictatorship; the government has accused the same Western powers of trying to oust Lukashenko.[111] The Council of Europe has barred Belarus from membership since 1997 for undemocratic voting and election irregularities in the November 1996 constitutional referendum and parliament by-elections.[112] The Belarusian government is also criticized for human rights violations and its persecution of non-governmental organisations, independent journalists, national minorities, and opposition politicians.[19][18] In a testimony to the United States Senate Committee on Foreign Relations, former United States Secretary of State Condoleezza Rice labeled Belarus as one of the world's six "outposts of tyranny".[113] In response, the Belarusian government called the assessment "quite far from reality".[114] The Viasna Human Rights Centre lists 11 political prisoners[115] currently detained in Belarus. Among them is the human rights activist Ales Bialiatski, Vice President of International Federation for Human Rights and head of Viasna.[116] Lukashenko announced a new law in 2014 that will prohibit kolkhoz workers (around 9% of total work force) from leaving their jobs at will—a change of job and living location will require permission from governors. The law was compared with serfdom by Lukashenko himself.[117][118] Similar regulations were introduced for the forestry industry in 2012.[119] Foreign relations Main article: Foreign relations of Belarus President Alexander Lukashenko, right, shaking hands with Russian President Vladimir Putin, left, in 2012 The Byelorussian SSR was one of the two Soviet republics that joined the United Nations along with the Ukrainian SSR as one of the original 51 members in 1945. After the dissolution of the Soviet Union, under international law, Belarus became the internationally recognized successor state to the Byelorussian SSR, retaining its UN membership. Belarus and Russia have been close trading partners and diplomatic allies since the breakup of the Soviet Union. Belarus is dependent on Russia for imports of raw materials and for its export market.[120] The union of Russia and Belarus, a supranational confederation, was established in a 1996-99 series of treaties that called for monetary union, equal rights, single citizenship, and a common foreign and defense policy.[120] However, the future of the union has been placed in doubt because of Belarus's repeated delays of monetary union, the lack of a referendum date for the draft constitution, and a dispute over the petroleum trade.[120] On 11 December 2007, reports emerged that a framework for the new state was discussed between both countries.[121] On 27 May 2008, Belarusian President Lukashenko said that he had named Russian Prime Minister Vladimir Putin the "prime minister" of the Russia-Belarus alliance. The significance of this act was not immediately clear; some incorrectly speculated that Putin would become president of a unified state of Russia and Belarus after stepping down as Russian president in May 2008.[122] Belarus was a founding member of the Commonwealth of Independent States (CIS).[123] Belarus has trade agreements with several European Union member states (despite other member states' travel ban on Lukashenko and top officials),[124] including neighboring Latvia, Lithuania, and Poland.[125] Travel bans imposed by the European Union have been lifted in the past in order to allow Lukashenko to attend diplomatic meetings and also to engage his government and opposition groups in dialogue.[126] Leaders of Belarus, Russia, Germany, France, and Ukraine at the summit in Minsk, 11-12 February 2015 Bilateral relations with the United States are strained because the U.S. Department of State supports various anti-Lukashenko non-governmental organizations (NGOs), and also because the Belarusian government has made it increasingly difficult for United States-based organizations to operate within the country.[127] Diplomatic relations remained tense, and in 2004, the United States passed the Belarus Democracy Act, which authorized funding for anti-government Belarusian NGOs, and prohibited loans to the Belarusian government, except for humanitarian purposes.[128] Despite this political friction, the two countries do cooperate on intellectual property protection, prevention of human trafficking, technology crime, and disaster relief.[129] Sino-Belarusian relations have improved,[130] strengthened by the visit of President Lukashenko to China in October 2005.[131] Belarus also has strong ties with Syria,[132] considered a key partner in the Middle East.[133] In addition to the CIS, Belarus is a member of the Eurasian Economic Community, the Collective Security Treaty Organisation,[125] the international Non-Aligned Movement since 1998,[134] and the Organization on Security and Cooperation in Europe (OSCE). As an OSCE member state, Belarus's international commitments are subject to monitoring under the mandate of the U.S. Helsinki Commission.[135] Belarus is included in the European Union's European Neighbourhood Policy (ENP) which aims at bringing the EU and its neighbours closer. On 15 February 2016 the European Union announced the easing of sanctions against Belarus during a meeting by 28 EU foreign ministers at a regular session of the Council of the European Union.[136] Military Main article: Armed Forces of Belarus Soldiers patrol in the Białowieża Forest on the Belarusian border with Poland. Major General Andrei Ravkov heads the Ministry of Defence,[137] and Alexander Lukashenko (as president) serves as Commander-in-Chief.[97] The armed forces were formed in 1992 using parts of the former Soviet Armed Forces on the new republic's territory. The transformation of the ex-Soviet forces into the Armed Forces of Belarus, which was completed in 1997, reduced the number of its soldiers by 30,000 and restructured its leadership and military formations.[138] Most of Belarus's service members are conscripts, who serve for 12 months if they have higher education or 18 months if they do not.[139] Demographic decreases in the Belarusians of conscription age have increased the importance of contract soldiers, who numbered 12,000 in 2001.[140] In 2005, about 1.4% of Belarus's gross domestic product was devoted to military expenditure.[141] Belarus has not expressed a desire to join NATO but has participated in the Individual Partnership Program since 1997,[142] and Belarus provides refueling and airspace support for the ISAF mission in Afghanistan.[143] Belarus first began to cooperate with NATO upon signing documents to participate in their Partnership for Peace Program in 1995.[144] However, Belarus cannot join NATO because it is a member of the Collective Security Treaty Organisation. Tensions between NATO and Belarus peaked after the March 2006 presidential election in Belarus.[145] Administrative divisions Further information: Regions of Belarus and Districts of Belarus Belarus is divided into six regions (Belarusian: вобласць, Russian: о́бласть), which are named after the cities that serve as their administrative centers.[146] Each region has a provincial legislative authority, called a region council (Belarusian: абласны Савет Дэпутатаў, Russian: областно́й Сове́т Депутатов), which is elected by its residents, and a provincial executive authority called a region administration (Belarusian: абласны выканаўчы камітэт, Russian: областно́й исполнительный комите́т), whose chairman is appointed by the president.[147] Regions are further subdivided into raions, commonly translated as districts (Belarusian: раён, Russian: район).[146] Each raion has its own legislative authority, or raion council, (Belarusian: раённы Савет Дэпутатаў, Russian: районный Сове́т Депутатов) elected by its residents, and an executive authority or raion administration appointed by higher executive powers. The six regions are divided into 118 raions.[82] The city of Minsk is split into nine districts and enjoys special status as the nation's capital.[148] It is run by an executive committee and has been granted a charter of self-rule.[149]

Estonia

The political culture is stable in Estonia, where power is held between two and three parties that have been in politics for a long time. This situation is similar to other countries in Northern Europe. The former Prime Minister of Estonia, Andrus Ansip, is also Europe's longest-serving Prime Minister (from 2005 until 2014). The current Estonian Prime Minister is Jüri Ratas, who is the former Second Vice-President of the Parliament and the head of the Estonian Centre Party. The Estonian political system operates under a framework laid out in the 1992 constitutional document. The Estonian parliament has 101 members and influences the governing of the state primarily by determining the income and the expenses of the state (establishing taxes and adopting the budget). At the same time the parliament has the right to present statements, declarations and appeals to the people of Estonia, ratify and denounce international treaties with other states and international organisations and decide on the Government loans.[170] The Riigikogu elects and appoints several high officials of the state, including the President of the Republic. In addition to that, the Riigikogu appoints, on the proposal of the President of Estonia, the Chairman of the National Court, the chairman of the board of the Bank of Estonia, the Auditor General, the Legal Chancellor and the Commander-in-Chief of the Defence Forces. A member of the Riigikogu has the right to demand explanations from the Government of the Republic and its members. This enables the members of the parliament to observe the activities of the executive power and the above-mentioned high officials of the state. Government Main articles: Government of Estonia, Prime Minister of Estonia, and President of Estonia The Government of Estonia (Estonian: Vabariigi Valitsus) or the executive branch is formed by the Prime Minister of Estonia, nominated by the president and approved by the parliament. The government exercises executive power pursuant to the Constitution of Estonia and the laws of the Republic of Estonia and consists of twelve ministers, including the Prime Minister. The Prime Minister also has the right to appoint other ministers and assign them a subject to deal with. These are ministers without portfolio - they don't have a ministry to control. It is also known as the cabinet. The cabinet carries out the country's domestic and foreign policy, shaped by parliament; it directs and co-ordinates the work of government institutions and bears full responsibility for everything occurring within the authority of executive power. The government, headed by the Prime Minister, thus represents the political leadership of the country and makes decisions in the name of the whole executive power. Estonia has pursued the development of the e-state and e-government. Internet voting is used in elections in Estonia.[171] The first internet voting took place in the 2005 local elections and the first in a parliamentary election was made available for the 2007 elections, in which 30,275 individuals voted over the internet. Voters have a chance to invalidate their electronic vote in traditional elections, if they wish to. In 2009 in its eighth Worldwide Press Freedom Index, Reporters Without Borders ranked Estonia sixth out of 175 countries.[172] In the first ever State of World Liberty Index report, Estonia was ranked first out of 159 countries. The people exercise their supreme power of the state on the elections of the Riigikogu through citizens who have the right to vote.[173] The supreme judicial power is vested in the Supreme Court or Riigikohus, with nineteen justices.[174] The Chief Justice is appointed by the parliament for nine years on nomination by the president. The official Head of State is the President of Estonia, who gives assent to the laws passed by Riigikogu, also having the right of sending them back and proposing new laws. The President, however, does not use these rights very often, having a largely ceremonial role.[175] He or she is elected by Riigikogu, with two-thirds of the votes required. If the candidate does not gain the amount of votes required, the right to elect the President goes over to an electoral body, consisting of the 101 members of Riigikogu and representatives from local councils. As in other spheres, Estonian law-making has been successfully integrated with the Information Age. Administrative divisions Main articles: Counties of Estonia, Municipalities of Estonia, Boroughs of Estonia, Small boroughs of Estonia, and Populated places in Estonia Counties of Estonia About this image The Republic of Estonia is divided into fifteen counties (Maakonnad), which are the administrative subdivisions of the country. The first documented reference to Estonian political and administrative subdivisions comes from the Chronicle of Henry of Livonia, written in the thirteenth century during the Northern Crusades.[176] A maakond (county) is the biggest administrative subdivision. Several changes were made to the borders of counties after Estonia became independent, most notably the formation of Valga County (from parts of Võru, Tartu and Viljandi counties) and Petseri County (area acquired from Russia with the 1920 Tartu Peace Treaty). During the Soviet rule, Petseri County was annexed and ceded to the Russian SFSR in 1945 where it became Pechorsky District of Pskov Oblast. Counties were again re-established on 1 January 1990 in the borders of the Soviet-era districts. Because of the numerous differences between the current and historical (pre-1940, and sometimes pre-1918) layouts, the historical borders are still used in ethnology, representing cultural and linguistic differences better. Now defunct, the county government (Maavalitsus) of each county used to be led by a county governor (Maavanem), who represented the national government at the regional level. Governors were appointed by the Government of Estonia for a term of five years. Each county is further divided into municipalities (omavalitsus), which is also the smallest administrative subdivision of Estonia. There are two types of municipalities: an urban municipality - linn (town), and a rural municipality - vald (parish). There is no other status distinction between them. Each municipality is a unit of self-government with its representative and executive bodies. The municipalities in Estonia cover the entire territory of the country. A municipality may contain one or more populated places. Tallinn is divided into eight districts (linnaosa) with limited self-government (Haabersti, Kesklinn (centre), Kristiine, Lasnamäe, Mustamäe, Nõmme, Pirita and Põhja-Tallinn). Rural municipalities may also be divided into (rural) districts (osavald), most prominent being Hiiumaa Parish with its five, fairly autonomous districts. Municipalities range in size of population from Tallinn with around 450,000 inhabitants to Ruhnu with as few as around 150. They also range fairly in area from Saaremaa Parish (2717,83 km²) to Loksa town (3,82 km²). As of October 2017, after the Administrative reform of Estonia, there are a total of 79 municipalities in Estonia, 14 of them being urban and 65 rural. Previously there were 213 municipalities. Foreign relations Main articles: Foreign relations of Estonia and Diplomatic missions of Estonia President Barack Obama giving a speech at the Nordea Concert Hall in Tallinn Estonia was a member of the League of Nations from 22 September 1921, and became a member of the United Nations on 17 September 1991.[177][178] Since restoration of independence Estonia has pursued close relations with the Western countries, and has been member of NATO since 29 March 2004, as well as the European Union since 1 May 2004.[178] In 2007 Estonia joined the Schengen Area, and in 2011 the Eurozone.[178] The European Union Agency for large-scale IT systems is based in Tallinn, which started operations at the end of 2012.[179] Estonia held the Presidency of the Council of the European Union in the second half of 2017.[180] Since the early 1990s, Estonia is involved in active trilateral Baltic states co-operation with Latvia and Lithuania, and Nordic-Baltic co-operation with the Nordic countries. The Baltic Council is the joint forum of the interparliamentary Baltic Assembly and the intergovernmental Baltic Council of Ministers.[181] Estonia has built close relationship with the Nordic countries, especially Finland and Sweden, and is a member of Nordic-Baltic Eight (NB-8) uniting Nordic and Baltic countries.[178][182] Joint Nordic-Baltic projects include the education programme Nordplus[183] and mobility programmes for business and industry[184] and for public administration.[185] The Nordic Council of Ministers has an office in Tallinn with a subsidiaries in Tartu and Narva.[186][187] The Baltic states are members of Nordic Investment Bank, European Union's Nordic Battle Group, and in 2011 were invited to co-operate with NORDEFCO in selected activities.[188][189][190][191] Foreign ministers standing in arc around microphones 2011 Foreign ministers of the Nordic and Baltic countries in Helsinki, 2011 The beginning of the attempt to redefine Estonia as "Nordic" was seen in December 1999, when then Estonian foreign minister (and President of Estonia from 2006 until 2016) Toomas Hendrik Ilves delivered a speech entitled "Estonia as a Nordic Country" to the Swedish Institute for International Affairs,[192] with potential political calculation behind it being wish to distinguish Estonia from more slowly progressing southern neighbours, which could have postponed early participation in European Union enlargement for Estonia too.[193] Andres Kasekamp argued in 2005 that relevance of identity discussions in Baltic states decreased with entering to EU and NATO together, but predicted that in future attractiveness of Nordic identity in Baltic states will grow and eventually five Nordic states plus three Baltic states will become a single unit.[193] Other Estonian international organization memberships include OECD, OSCE, WTO, IMF, and Council of the Baltic Sea States.[178][194][195] Relations with Russia remain generally cold, although there is some practical cooperation.[196] Military Main articles: Estonian Defence Forces and Estonian Defence League Estonian soldiers during a NATO exercise in 2015 The military of Estonia is based upon the Estonian Defence Forces (Estonian: Kaitsevägi), which is the name of the unified armed forces of the republic with Maavägi (Army), Merevägi (Navy), Õhuvägi (Air Force) and a paramilitary national guard organisation Kaitseliit (Defence League). The Estonian National Defence Policy aim is to guarantee the preservation of the independence and sovereignty of the state, the integrity of its land, territorial waters, airspace and its constitutional order.[197] Current strategic goals are to defend the country's interests, develop the armed forces for interoperability with other NATO and EU member forces, and participation in NATO missions. The current national military service (Estonian: ajateenistus) is compulsory for men between 18 and 28, and conscripts serve eight-month to eleven-month tours of duty depending on the army branch they serve in. Estonia has retained conscription unlike Latvia and Lithuania and has no plan to transition to a professional army.[198] In 2008, annual military spending reached 1.85% of GDP, or 5 billion kroons, and was expected to continue to increase until 2010, when a 2.0% level was anticipated.[199] Estonia co-operates with Latvia and Lithuania in several trilateral Baltic defence co-operation initiatives, including Baltic Battalion (BALTBAT), Baltic Naval Squadron (BALTRON), Baltic Air Surveillance Network (BALTNET) and joint military educational institutions such as the Baltic Defence College in Tartu.[200] Future co-operation will include sharing of national infrastructures for training purposes and specialisation of training areas (BALTTRAIN) and collective formation of battalion-sized contingents for use in the NATO rapid-response force.[201] In January 2011 the Baltic states were invited to join NORDEFCO, the defence framework of the Nordic countries.[202] Estonian armoured car in desert camouflage Afghanistan An Estonian Patria Pasi XA-180 in Afghanistan In January 2008, the Estonian military had almost 300 troops stationed in foreign countries as part of various international peacekeeping forces, including 35 Defence League troops stationed in Kosovo; 120 Ground Forces soldiers in the NATO-led ISAF force in Afghanistan; 80 soldiers stationed as a part of MNF in Iraq; and 2 Estonian officers in Bosnia-Herzegovina and 2 Estonian military agents in Israeli occupied Golan Heights.[203] The Estonian Defence Forces have also previously had military missions in Croatia from March until October 1995, in Lebanon from December 1996 until June 1997 and in Macedonia from May until December 2003.[204] Estonia participates in the Nordic Battlegroup and has announced readiness to send soldiers also to Sudan to Darfur if necessary, creating the first African peacekeeping mission for the armed forces of Estonia.[205] The Ministry of Defence and the Defence Forces have been working on a cyberwarfare and defence formation for some years now. In 2007, a military doctrine of an e-military of Estonia was officially introduced as the country was under massive cyberattacks in 2007.[206] The proposed aim of the e-military is to secure the vital infrastructure and e-infrastructure of Estonia. The main cyber warfare facility is the Computer Emergency Response Team of Estonia (CERT), founded in 2006. The organisation operates on security issues in local networks.[207] Then President of the US, George W. Bush, announced his support of Estonia as the location of a NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) in 2007.[208] In the aftermath of the 2007 cyberattacks, plans to combine network defence with Estonian military doctrine have been nicknamed as the Tiger's Defence, in reference to Tiigrihüpe.[209] The CCDCOE started its operations in November 2008.[210]

Kazakhstan

Kazakhstan is a unitary republic; its only President to date (2018) is Nursultan Nazarbayev.[49] The President may veto legislation that has been passed by the Parliament and is also the commander in chief of the armed forces. The Prime Minister chairs the Cabinet of Ministers and serves as Kazakhstan's head of government. There are three deputy prime ministers and sixteen ministers in the Cabinet. Kazakhstan has a bicameral Parliament composed of the Majilis (the lower house) and Senate (the upper house).[50] Single-mandate districts popularly elect 107 seats in the Majilis; there also are ten members elected by party-list vote. The Senate has 47 members. Two senators are selected by each of the elected assemblies (Maslikhats) of Kazakhstan's sixteen principal administrative divisions (fourteen regions plus the cities of Astana and Almaty). The President appoints the remaining seven senators. Majilis deputies and the government both have the right of legislative initiative, though the government proposes most legislation considered by the Parliament. Astana Downtown, Kazakhstan's capital Political culture Elections to the Majilis in September 2004, yielded a lower house dominated by the pro-government Otan Party, headed by President Nazarbayev. Two other parties considered sympathetic to the president, including the agrarian-industrial bloc AIST and the Asar Party, founded by President Nazarbayev's daughter, won most of the remaining seats. Opposition parties, which were officially registered and competed in the elections, won a single seat during elections. The Organization for Security and Cooperation in Europe was monitoring the election, which it said fell short of international standards. Ak Orda Presidential Palace. In 1999, Kazakhstan had applied for observer status at the Council of Europe Parliamentary Assembly. The official response of the Assembly was that Kazakhstan could apply for full membership, because it is partially located in Europe[citation needed], but that they would not be granted any status whatsoever at the Council until their democracy and human rights records improved. On 4 December 2005, Nursultan Nazarbayev was re-elected in an apparent landslide victory. The electoral commission announced that he had won over 90% of the vote. The Organization for Security and Cooperation in Europe (OSCE) concluded the election did not meet international standards despite some improvements in the administration of the election.[51] On 17 August 2007, elections to the lower house of parliament were held and a coalition led by the ruling Nur-Otan Party, which included the Asar Party, the Civil Party of Kazakhstan, and the Agrarian Party, won every seat with 88% of the vote. None of the opposition parties has reached the benchmark 7% level of the seats. Opposition parties made accusations of serious irregularities in the election.[52][53] Parliament of Kazakhstan Nur Otan Headquarters in Astana In 2010, President Nazarbayev rejected a call from supporters to hold a referendum to keep him in office until 2020. He insisted on presidential elections for a five-year term. In a vote held on 3 April 2011, President Nazarbayev received 95.54% of the vote with 89.9% of registered voters participating.[54] In March 2011, Nazarbayev outlined the progress made toward democracy by Kazakhstan.[55] As of 2010, Kazakhstan was reported on the Democracy Index by The Economist as an authoritarian regime. On 26 April 2015, the 5th presidential election was held in Kazakhstan.[56] Nursultan Nazarbayev was re-elected with 97.7% of votes.[57] Foreign relations Main article: Foreign relations of Kazakhstan Nazarbayev and Russian President Vladimir Putin during the 2017 SCO Council of Heads of State meeting in Astana. Nazarbayev with leaders of Russia and China during the Moscow Victory Day Parade, 9 May 2015 Kazakhstan is a member of the Commonwealth of Independent States, the Economic Cooperation Organization and the Shanghai Cooperation Organization. The nations of Kazakhstan, Russia, Belarus, Kyrgyzstan and Tajikistan established the Eurasian Economic Community in 2000, to revive earlier efforts to harmonise trade tariffs and to create a free trade zone under a customs union. On 1 December 2007, it was announced that Kazakhstan had been chosen to chair the Organization for Security and Co-operation in Europe for the year 2010. Kazakhstan was elected a member of the UN Human Rights Council for the first time on 12 November 2012.[58] Kazakhstan is also a member of the United Nations, Organization for Security and Cooperation in Europe, Euro-Atlantic Partnership Council, Turkic Council and the Organisation of Islamic Cooperation (OIC). It is an active participant in the North Atlantic Treaty Organisation Partnership for Peace program.[59] Meeting of CIS Council of Heads of State. September 16, 2016. Bishkek. Since independence in 1991, Kazakhstan has pursued what is known as the "multivector foreign policy" (Kazakh: көпвекторлы сыртқы саясат), seeking equally good relations with its two large neighbours, Russia and China as well as with the United States and the rest of the Western world.[60][61] Russia currently leases approximately 6,000 square kilometres (2,317 sq mi) of territory enclosing the Baikonur Cosmodrome space launch site in south central Kazakhstan, where the first man was launched into space as well as Soviet space shuttle Buran and the well-known space station Mir. On 11 April 2010, Presidents Nazarbayev and Obama met at the Nuclear Security Summit in Washington, D.C., and discussed strengthening the strategic partnership between the United States and Kazakhstan. They pledged to intensify bilateral co-operation to promote nuclear safety and non-proliferation, regional stability in Central Asia, economic prosperity, and universal values.[62] In April 2011, President Obama called President Nazarbayev and discussed many cooperative efforts regarding nuclear security, including securing nuclear material from the BN-350 reactor. They reviewed progress on meeting goals that the two presidents established during their bilateral meeting at the Nuclear Security Summit in 2010.[63] Since 2014 the Kazakhstani government has been bidding for a non-permanent member seat on the UN Security Council for 2017-2018.[64] On 28 June 2016 Kazakhstan was elected as a non-permanent member to serve on the UN Security Council for a two-year term.[65] Kazakhstan actively supports UN peacekeeping missions in Haiti, the Western Sahara, and Côte d'Ivoire.[66] In March 2014, the Ministry of Defense chose 20 Kazakhstani military men as observers for the UN peacekeeping missions. The military personnel, ranking from captain to colonel, had to go through a specialised UN training; they had to be fluent in English and skilled in using specialised military vehicles.[66] Orthographic projection of Commonwealth of Independent States. The Turkic-speaking areas In 2014, Kazakhstan gave Ukraine humanitarian aid during the conflict with Russian-backed rebels. In October 2014, Kazakhstan donated $30,000 to the International Committee of the Red Cross's humanitarian effort in Ukraine. In January 2015, to help the humanitarian crisis, Kazakhstan sent $400,000 of aid to Ukraine's southeastern regions.[67] President Nazarbayev said of the war in Ukraine, "The fratricidal war has brought true devastation to eastern Ukraine, and it is a common task to stop the war there, strengthen Ukraine's independence and secure territorial integrity of Ukraine."[68] Experts believe that no matter how the Ukraine crisis develops, Kazakhstan's relations with the European Union will remain normal.[69] It is believed that Nazarbayev's mediation is positively received by both Russia and Ukraine.[69] Kazakhstan's Ministry of Foreign Affairs released a statement on 26 January 2015: "We are firmly convinced that there is no alternative to peace negotiations as a way to resolve the crisis in the south-eastern Ukraine."[70] Military Main article: Armed Forces of the Republic of Kazakhstan Kazakhstan Republican Guard A Kazakhstan Sukhoi Su-27 Most of Kazakhstan's military was inherited from the Soviet Armed Forces' Turkestan Military District. These units became the core of Kazakhstan's new military. It acquired all the units of the 40th Army (the former 32nd Army) and part of the 17th Army Corps, including six land-force divisions, storage bases, the 14th and 35th air-landing brigades, two rocket brigades, two artillery regiments and a large amount of equipment which had been withdrawn from over the Urals after the signing of the Treaty on Conventional Armed Forces in Europe. Since the late 20th century, the Kazakhstan Army has focused on expanding the number of its armoured units. Since 1990, armoured units have expanded from 500 to 1,613 in 2005. The Kazakh air force is composed mostly of Soviet-era planes, including 41 MiG-29s, 44 MiG-31s, 37 Su-24s and 60 Su-27s. A small naval force is maintained on the Caspian Sea. Kazakhstan sent 49 military engineers to Iraq to assist the US post-invasion mission in Iraq. During the second Iraq War, Kazakhstani troops dismantled 4 million mines and other explosives, helped provide medical care to more than 5,000 coalition members and civilians, and purified 718 cubic metres (25,356 cu ft) of water.[71] Kazakhstan's National Security Committee (UQK) was established on 13 June 1992. It includes the Service of Internal Security, Military Counterintelligence, Border Guard, several Commando units, and Foreign Intelligence (Barlau). The latter is considered as the most important part of KNB. Its director is Nurtai Abykayev. Since 2002 the joint tactical peacekeeping exercise "Steppe Eagle" has been hosted by the Kazakhstan government. "Steppe Eagle" focuses on building coalitions and gives participating nations the opportunity to work together. During the Steppe Eagle exercises, the Kazbat peacekeeping battalion operates within a multinational force under a unified command within multidisciplinary peacekeeping operations, with NATO and the US Military.[72] In December 2013, Kazakhstan announced it will send officers to support United Nations Peacekeeping forces in Haiti, Western Sahara, Ivory Coast and Liberia.[73] Human rights Main article: Human rights in Kazakhstan Kazakhstan's human rights situation is described as poor by independent observers. The 2015 Human Rights Watch report on Kazakhstan said that the country "heavily restricts freedom of assembly, speech, and religion. In 2014, authorities closed newspapers, jailed or fined dozens of people after peaceful but unsanctioned protests, and fined or detained worshipers for practicing religion outside state controls. Government critics, including opposition leader Vladimir Kozlov, remained in detention after unfair trials. In mid-2014, Kazakhstan adopted new criminal, criminal executive, criminal procedural, and administrative codes, and a new law on trade unions, which contain articles restricting fundamental freedoms and are incompatible with international standards. Torture remains common in places of detention."[74] The 2016 Human Rights Watch report commented that Kazakhstan "took few meaningful steps to tackle a worsening human rights record in 2015, maintaining a focus on economic development over political reform."[75] According to a US government report released in 2014, in Kazakhstan: "The law does not require police to inform detainees that they have the right to an attorney, and police did not do so. Human rights observers alleged that law enforcement officials dissuaded detainees from seeing an attorney, gathered evidence through preliminary questioning before a detainee's attorney arrived, and in some cases used corrupt defence attorneys to gather evidence. [...][76] "The law does not adequately provide for an independent judiciary. The executive branch sharply limited judicial independence. Prosecutors enjoyed a quasi-judicial role and had the authority to suspend court decisions. Corruption was evident at every stage of the judicial process. Although judges were among the most highly paid government employees, lawyers and human rights monitors alleged that judges, prosecutors, and other officials solicited bribes in exchange for favorable rulings in the majority of criminal cases."[76] Kazakhstan's global rank in the World Justice Project's 2015 Rule of Law Index was 65 out of 102; the country scored well on "Order and Security" (global rank 32/102), and poorly on "Constraints on Government Powers" (global rank 93/102), "Open Government" (85/102) and "Fundamental Rights" (84/102, with a downward trend marking a deterioration in conditions).[77] The ABA Rule of Law Initiative of the American Bar Association has programs to train justice sector professionals in Kazakhstan.[78][79] Kazakhstan's Supreme Court has taken recent steps to modernise and to increase transparency and oversight over the country's legal system. With funding from the US Agency for International Development, the ABA Rule of Law Initiative began a new program in April 2012 to strengthen the independence and accountability of Kazakhstan's judiciary.[80] In an effort to increase transparency in the criminal justice and court system, and improve human rights, Kazakhstan intends to digitize all investigative, prosecutorial and court records by 2018.[81]

Uzbekistan

Main article: Politics of Uzbekistan The Legislative Chamber of the Supreme Assembly (Lower House). Islam Karimov, the first President of Uzbekistan, during a visit to the Pentagon in 2002 After Uzbekistan declared independence from the Soviet Union in 1991, an election was held, and Islam Karimov was elected as the first President of Uzbekistan. The elections of the Oliy Majlis (Parliament or Supreme Assembly) were held under a resolution adopted by the 16th Supreme Soviet in 1994. In that year, the Supreme Soviet was replaced by the Oliy Majlis. The third elections for the bicameral 150-member Oliy Majlis, the Legislative Chamber, and the 100-member Senate for five-year terms, were held on 27 December 2009. The second elections were held in December 2004 to January 2005. The Oliy Majlis was unicameral up to 2004. Its size increased from 69 deputies (members) in 1994 to 120 in 2004-05, and currently stands at 150. The referendum passed, and Islam Karimov's term was extended by an act of parliament to December 2007. Most international observers refused to participate in the process and did not recognize the results, dismissing them as not meeting basic standards. The 2002 referendum also included a plan for a bicameral parliament consisting of a lower house (the Oliy Majlis) and an upper house (Senate). Members of the lower house are to be "full-time" legislators. Elections for the new bicameral parliament took place on 26 December. Human rights Main article: Human rights in Uzbekistan See also: 2005 Andijan Unrest The Constitution of the Republic of Uzbekistan asserts that "democracy in the Republic of Uzbekistan shall be based upon common human principles, according to which the highest value shall be the human being, his life, freedom, honour, dignity and other inalienable rights." The official position is summarised in a memorandum "The measures taken by the government of the Republic of Uzbekistan in the field of providing and encouraging human rights"[42] and amounts to the following: the government does everything that is in its power to protect and to guarantee the human rights of Uzbekistan's citizens. Uzbekistan continuously improves its laws and institutions in order to create a more humane society. Over 300 laws regulating the rights and basic freedoms of the people have been passed by the parliament. For instance, an office of Ombudsman was established in 1996.[43] On 2 August 2005, President Islam Karimov signed a decree that abolished capital punishment in Uzbekistan on 1 January 2008.[44] Old Uzbek man from Uzbekistan However, non-governmental human rights watchdogs, such as IHF, Human Rights Watch, Amnesty International, as well as United States Department of State and Council of the European Union, define Uzbekistan as "an authoritarian state with limited civil rights"[15] and express profound concern about "wide-scale violation of virtually all basic human rights".[45] According to the reports, the most widespread violations are torture, arbitrary arrests, and various restrictions of freedoms: of religion, of speech and press, of free association and assembly. It has also been reported that forced sterilization of rural Uzbek women has been sanctioned by the government.[46][47] The reports maintain that the violations are most often committed against members of religious organizations, independent journalists, human rights activists and political activists, including members of the banned opposition parties. As of 2015, reports on violations on human rights in Uzbekistan indicated that violations were still going on without any improvement.[48] The Freedom House has consistently ranked Uzbekistan near the bottom of its Freedom in the World ranking since the country's founding in 1991. In the 2018 report, Uzbekistan was one of the 11 worst countries for Political Rights and Civil Liberties.[49] The 2005 civil unrest in Uzbekistan, which resulted in several hundred people being killed, is viewed by many as a landmark event in the history of human rights abuse in Uzbekistan.[50][51][52] A concern has been expressed and a request for an independent investigation of the events has been made by the United States, the European Union, the United Nations, the OSCE Chairman-in-Office and the OSCE Office for Democratic Institutions and Human Rights. The government of Uzbekistan is accused of unlawful termination of human life and of denying its citizens freedom of assembly and freedom of expression. The government vehemently rebuffs the accusations, maintaining that it merely conducted an anti-terrorist operation, exercising only necessary force.[53] In addition, some officials claim that "an information war on Uzbekistan has been declared" and the human rights violations in Andijan are invented by the enemies of Uzbekistan as a convenient pretext for intervention in the country's internal affairs.[54] Uzbekistan also maintains the world's second-highest rate of modern slavery, 3.97%[55] of the country's population working as modern slaves. In real terms, this means that there are 1.2 million modern slaves[55] in Uzbekistan. Most work in the cotton industry. The government allegedly forces state employees to pick cotton in the fall months.[56] World Bank loans have been connected to projects that use child labour and forced labour practices in the cotton industry.[57] Recent developments Islam Karimov died in 2016 and his successor Shavkat Mirziyoyev is considered by most to be pursuing a less autocratic path by increasing cooperation with human rights NGOs,[58][59] scheduling Soviet-style exit visas to be abolished in 2019,[60] and reducing sentences for certain misdemeanor offenses.[61]

Lithuania

Since Lithuania declared the restoration of its independence on 11 March 1990, it has maintained strong democratic traditions. It held its first independent general elections on 25 October 1992, in which 56.75% of voters supported the new constitution.[152] There were intense debates concerning the constitution, particularly the role of the president. A separate referendum was held on 23 May 1992 to gauge public opinion on the matter, and 41% of voters supported the restoration of the President of Lithuania.[152] Through compromise, a semi-presidential system was agreed on.[2] Dalia Grybauskaitė.jpg Saulius Skvernelis.jpg Dalia Grybauskaitė President Saulius Skvernelis Prime Minister The Lithuanian head of state is the president, directly elected for a five-year term and serving a maximum of two terms. The president oversees foreign affairs and national security, and is the commander-in-chief of the military. The president also appoints the prime minister and, on the latter's nomination, the rest of the cabinet, as well as a number of other top civil servants and the judges for all courts. The current Lithuanian head of state, Dalia Grybauskaitė was elected on 17 May 2009, becoming the first female president in the country's history, and the second female head of state in the Baltic States after Latvia elected their first female political leader in 1999.[153] Dalia Grybauskaitė was re-elected for a second term in 2014. The judges of the Constitutional Court (Konstitucinis Teismas) serve nine-year terms. They are appointed by the President, the Chairman of the Seimas, and the Chairman of the Supreme Court, each of whom appoint three judges. The unicameral Lithuanian parliament, the Seimas, has 141 members who are elected to four-year terms. 71 of the members of its members are elected in single member constituencies, and the others in a nationwide vote by proportional representation. A party must receive at least 5% of the national vote to be eligible for any of the 70 national seats in the Seimas.[154] Political parties and elections Main article: Elections in Lithuania Lithuanian ballot box with Vytis Lithuania exhibits a fragmented multi-party system,[155] with a number of small parties in which coalition governments are common. Ordinary elections to the Seimas take place on the second Sunday of October every four years.[154] To be eligible for election, candidates must be at least 25 years old on the election day, not under allegiance to a foreign state and permanently reside in Lithuania. Persons serving or due to serve a sentence imposed by the court 65 days before the election are not eligible. Also, judges, citizens performing military service, and servicemen of professional military service and officials of statutory institutions and establishments may not stand for election.[156] Lithuanian Peasant and Greens Union won the Lithuanian parliamentary election in 2016 and gained 54 of 141 seats in the parliament.[157] Commemoration of the Act of the Re-Establishment of the State of Lithuania in the historical Seimas hall where it was originally signed in 1990. The ceremony is attended by the Lithuanian President, Prime Minister, Chairman of the Seimas and other high-ranking officials. The President of Lithuania is the head of state of the country, elected to a five-year term in a majority vote. Elections take place on the last Sunday no more than two months before the end of current presidential term.[158] To be eligible for election, candidates must be at least 40 years old on the election day and reside in Lithuania for at least three years, in addition to satisfying the eligibility criteria for a member of the parliament. Same President may serve for not more than two terms.[159] Dalia Grybauskaitė has won two recent consecutive elections as an independent candidate.[160] Each municipality in Lithuania is governed by a municipal council and a mayor, who is a member of the municipal council. The number of members, elected on a four-year term, in each municipal council depends on the size of the municipality and varies from 15 (in municipalities with fewer than 5,000 residents) to 51 (in municipalities with more than 500,000 residents). 1,524 municipal council members were elected in 2015.[161] Members of the council, with the exception of the mayor, are elected using proportional representation. Starting with 2015, the mayor is elected directly by the majority of residents of the municipality.[162] Social Democratic Party of Lithuania won most of the positions in the 2015 elections (372 municipal councils seats and 16 mayors).[163] As of 2014, the number of seats in the European Parliament allocated to Lithuania was 11.[164] Ordinary elections take place on a Sunday on the same day as in other EU countries. The vote is open to all citizens of Lithuania, as well as citizens of other EU countries that permanently reside in Lithuania, who are at least 18 years old on the election day. To be eligible for election, candidates must be at least 21 years old on the election day, citizen of Lithuania or citizen of another EU country permanently residing in Lithuania. Candidates are not allowed to stand for election in more than one country. Persons serving or due to serve a sentence imposed by the court 65 days before the election are not eligible. Also, judges, citizens performing military service, and servicemen of professional military service and officials of statutory institutions and establishments may not stand for election.[165] Seven political parties representatives gained seats in the 2014 elections.[166] Law Main articles: Law of Lithuania and Constitution of Lithuania The Third Statute of Lithuania had many humane features and was in force in the territory of Lithuania from 1588 to 1840 The Casimir Code (Lithuanian: Kazimiero teisynas) from 1468 is considered to be the first codified law of the Grand Duchy of Lithuania. Third variant of the Statute was in force in the territory of Lithuania until 1840 when it got replaced by the Russian laws.[167] However, under the rule of the Russian Empire, there were three separate civil law systems in force in Lithuania: in Suvalkija the Napoleonic Code was still applied, whereas the German law was in force in Klaipėda Region.[168] Lawyer Mykolas Römeris works were particularly important during the interwar period, who was the first lector and one of the most prominent authors of interwar Lithuanian constitutional law and has successfully represented Lithuania at the Permanent Court of International Justice regarding the Klaipėda Directorate.[169] After regaining of independence in 1990, the largely modified Soviet legal codes were in force for about a decade. The modern Constitution of Lithuania was adopted on 25 October 1992.[170] In 2001 the Civil Code of Lithuania was passed in Seimas. It was succeeded by the Criminal Code and Criminal Procedure Code in 2003. The approach to the criminal law is inquisitorial, as opposed to adversarial; it is generally characterised by an insistence on formality and rationalisation, as opposed to practicality and informality. The country's 10 counties (Lithuanian: singular - apskritis, plural - apskritys) are subdivided into 60 municipalities (Lithuanian: singular - savivaldybė, plural - savivaldybės), and further divided into 500 elderships (Lithuanian: singular - seniūnija, plural - seniūnijos). Municipalities have been the most important unit of administration in Lithuania since the system of county governorship (apskrities viršininkas) was dissolved in 2010.[173] Some municipalities are historically called "district municipalities" (often shortened to "district"), while others are called "city municipalities" (sometimes shortened to "city"). Each has its own elected government. The election of municipality councils originally occurred every three years, but now takes place every four years. The council appoints elders to govern the elderships. Mayors have been directly elected since 2015; prior to that, they were appointed by the council.[174] Elderships, numbering over 500, are the smallest administrative units and do not play a role in national politics. They provide necessary local public services—for example, registering births and deaths in rural areas. They are most active in the social sector, identifying needy individuals or families and organizing and distributing welfare and other forms of relief.[175] Some citizens feel that elderships have no real power and receive too little attention, and that they could otherwise become a source of local initiative for addressing rural problems.[176] Foreign relations Main article: Foreign relations of Lithuania Lithuania is a member of the European Union Lithuania became a member of the United Nations on 18 September 1991, and is a signatory to a number of its organizations and other international agreements. It is also a member of the European Union, the Council of Europe, Organization for Security and Cooperation in Europe, as well as NATO and its adjunct North Atlantic Coordinating Council. Lithuania gained membership in the World Trade Organization on 31 May 2001, and currently seeks membership in the OECD and other Western organizations. Lithuania has established diplomatic relations with 149 countries.[178] In 2011, Lithuania hosted the Organization for Security and Co-operation in Europe Ministerial Council Meeting. During the second half of 2013, Lithuania assumed the role of the presidency of the European Union. The stamp is dedicated to Lithuania's presidency of the European Union. Post of Lithuania, 2013. Lithuania is also active in developing cooperation among northern European countries. It has been a member of the Baltic Council since its establishment in 1993. The Baltic Council, located in Tallinn, is a permanent organisation of international cooperation that operates through the Baltic Assembly and the Baltic Council of Ministers. Lithuania also cooperates with Nordic and the two other Baltic countries through the NB8 format. A similar format, NB6, unites Nordic and Baltic members of EU. NB6's focus is to discuss and agree on positions before presenting them to the Council of the European Union and at the meetings of EU foreign affairs ministers. The Council of the Baltic Sea States (CBSS) was established in Copenhagen in 1992 as an informal regional political forum. Its main aim is to promote integration and to close contacts between the region's countries. The members of CBSS are Iceland, Sweden, Denmark, Norway, Finland, Germany, Lithuania, Latvia, Estonia, Poland, Russia, and the European Commission. Its observer states are Belarus, France, Italy, Netherlands, Romania, Slovakia, Spain, the United States, the United Kingdom, and Ukraine. The Nordic Council of Ministers and Lithuania engage in political cooperation to attain mutual goals and to determine new trends and possibilities for joint cooperation. The Council's information office aims to disseminate Nordic concepts and to demonstrate and promote Nordic cooperation. Lithuania was recently a member of the United Nations Security Council. Its representatives are on the right side. Lithuania, together with the five Nordic countries and the two other Baltic countries, is a member of the Nordic Investment Bank (NIB) and cooperates in its NORDPLUS programme, which is committed to education. The Baltic Development Forum (BDF) is an independent nonprofit organization that unites large companies, cities, business associations and institutions in the Baltic Sea region. In 2010 the BDF's 12th summit was held in Vilnius.[179] Lithuania maintains greatly warm mutual relations with Georgia and strongly supports its European Union and NATO aspirations.[180][181][182] During the Russo-Georgian War in 2008, when the Russian troops were occupying the territory of Georgia and approaching towards the Georgian capital Tbilisi, President Valdas Adamkus, together with the Polish and Ukrainian presidents, went to Tbilisi by answering to the Georgians request of the international assistance.[183][184] Shortly, Lithuanians and the Lithuanian Catholic Church also began collecting financial support for the war victims.[185][186] In 2013, Lithuania was elected to the United Nations Security Council for a two-year term,[187] becoming the first Baltic country elected to this post. During its membership, Lithuania actively supported Ukraine and often condemned Russia for the military intervention in Ukraine, immediately earning vast Ukrainians esteem.[188][189] As the War in Donbass progressed, President Dalia Grybauskaitė has compared the Russian President Vladimir Putin to Josef Stalin and to Adolf Hitler, she has also called Russia a "terrorist state".[190] Military Main article: Lithuanian Armed Forces Soldiers from Mechanised Infantry Brigade Iron Wolf during training. The Lithuanian Armed Forces is the name for the unified armed forces of Lithuanian Land Force, Lithuanian Air Force, Lithuanian Naval Force, Lithuanian Special Operations Force and other units: Logistics Command, Training and Doctrine Command, Headquarters Battalion, Military Police. Directly subordinated to the Chief of Defence are the Special Operations Forces and Military Police. The Reserve Forces are under command of the Lithuanian National Defence Volunteer Forces. The Lithuanian Armed Forces consist of some 15,000 active personnel, which may be supported by reserve forces.[191] Compulsory conscription ended in 2008 but was reintroduced in 2015.[192] The Lithuanian Armed Forces currently have deployed personnel on international missions in Afghanistan, Kosovo, Mali and Somalia.[193] In March 2004, Lithuania became a full member of the NATO. Since then, fighter jets of NATO members are deployed in Zokniai airport and provide safety for the Baltic airspace. Since the summer of 2005 Lithuania has been part of the International Security Assistance Force in Afghanistan (ISAF), leading a Provincial Reconstruction Team (PRT) in the town of Chaghcharan in the province of Ghor. The PRT includes personnel from Denmark, Iceland and USA. There are also special operation forces units in Afghanistan, placed in Kandahar Province. Since joining international operations in 1994, Lithuania has lost two soldiers: 1st Lt. Normundas Valteris fell in Bosnia, as his patrol vehicle drove over a mine. Sgt. Arūnas Jarmalavičius was fatally wounded during an attack on the camp of his Provincial Reconstruction Team in Afghanistan.[194] Lithuanian variant of Boxer that is designated as Vilkas (Wolf) and is armed with 30mm MkII guns and Spike- LR anti-tank missiles. Lithuanian Panzerhaubitze 2000, which is one of the most powerful conventional artillery systems in the world. The Lithuanian National Defence Policy aims to guarantee the preservation of the independence and sovereignty of the state, the integrity of its land, territorial waters and airspace, and its constitutional order. Its main strategic goals are to defend the country's interests, and to maintain and expand the capabilities of its armed forces so they may contribute to and participate in the missions of NATO and European Union member states.[195] The defense ministry is responsible for combat forces, search and rescue, and intelligence operations. The 5,000 border guards fall under the Interior Ministry's supervision and are responsible for border protection, passport and customs duties, and share responsibility with the navy for smuggling and drug trafficking interdiction. A special security department handles VIP protection and communications security. In 2015 National Cyber Security Centre of Lithuania was created. Paramilitary organisation Lithuanian Riflemen's Union acts as civilian self-defence institution. According to NATO, in 2017 Lithuania allocated 1.77% of its GDP to the national defense. For a long time Lithuania lagged behind NATO allies in terms of defense spending, but in recent years it has begun to rapidly increase the funding. In 2018 Lithuania intends to allocate 2.06% of its GDP to the defense sector and reach the required funding standard for NATO.

Kyrgyzstan

The 1993 constitution defines the form of government as a democratic unicameral republic. The executive branch includes a Supreme Chancellor and Vice Chair. The parliament currently is unicameral. The judicial branch comprises a Supreme Court, local courts and a Chief Prosecutor. In March 2002, in the southern district of Aksy, five people protesting the arbitrary arrest of an opposition politician were shot dead by police, sparking nationwide protests. President Askar Akayev initiated a constitutional reform process which initially included the participation of a broad range of government, civil and social representatives in an open dialogue, leading to a February 2003 referendum marred by voting irregularities. The amendments to the constitution approved by the referendum resulted in stronger control by the president and weakened the parliament and the Constitutional Court. Parliamentary elections for a new, 75-seat unicameral legislature were held on 27 February and 13 March 2005, but were widely viewed as corrupt. The subsequent protests led to a bloodless coup on 24 March 2005, after which Akayev fled the country with his family and was replaced by acting president Kurmanbek Bakiyev (see: Tulip Revolution). On 10 July 2005, acting president Bakiyev won the presidential election in a landslide, with 88.9% of the vote, and was inaugurated on 14 August. However, initial public support for the new administration substantially declined in subsequent months as a result of its apparent inability to solve the corruption problems that had plagued the country since its independence from the Soviet Union, along with the murders of several members of parliament. Large-scale protests against president Bakiyev took place in Bishkek in April and November 2006, with opposition leaders accusing the president of failing to live up to his election promises to reform the country's constitution and transfer many of his presidential powers to parliament.[46] Kyrgyzstan is also a member of the Organization for Security and Cooperation in Europe (OSCE), a league of 56 participating states committed to peace, transparency, and the protection of human rights in Eurasia. As an OSCE participating State, Kyrgyzstan's international commitments are subject to monitoring under the mandate of the U.S. Helsinki Commission. In December 2008, the state-owned broadcast UTRK announced that it would require prior submission of Radio Free Europe/Radio Liberty programmes, which UTRK are required to retransmit according to a 2005 agreement.[47] UTRK had stopped retransmitting RFE/RL programming in October 2008, a week after it failed to broadcast an RFE/RL programme called 'Inconvenient Questions' which covered the October elections, claiming to have lost the missing material. President Bakiyev had criticised this programme in September 2008, while UTRK told RFE/RL that its programming was too negative. Reporters Without Borders, which ranks Kyrgyzstan 111th out of 173 countries on its Press Freedom Index, strongly criticised the decision. On 3 February 2009, President Kurmanbek Bakiyev announced the imminent closure of the Manas Air Base, the only US military base remaining in Central Asia.[48] The closure was approved by Parliament on 19 February 2009 by a vote of 78-1 for the government-backed bill.[49] However, after much behind-the-scenes negotiation between Kyrgyz, Russian and American diplomats, the decision was reversed in June 2009. The Americans were allowed to remain under a new contract, whereby rent would increase from $17.4 million to $60 million annually.[50] Kyrgyzstan is among the fifty countries in the world with the highest perceived level of corruption: the 2016 Corruption Perception Index for Kyrgyzstan is 28 on a scale of 0 (most corrupt) to 100 (least corrupt).[51] In 2010 another revolution erupted in the country (see: April uprising). President Kurmanbek Bakiyev together with his relatives - e.g. son Maksim[52] and brother Janish - were forced to flee to Kazakhstan and then sought asylum in Belarus. Roza Otunbayeva, who was appointed interim president, announced that she did not intend to run for the Presidential elections in 2011. The election was held in November and won by the then-Prime Minister Almazbek Atambayev, leader of the Social Democratic Party, and Atambayev was sworn in as president on 1 December 2011. Omurbek Babanov was appointed prime minister on the same day and was confirmed on 23 December 2011. Human rights Main article: Human rights in Kyrgyzstan In a move that alarmed human-rights groups, dozens of prominent Uzbek religious and community leaders were arrested by security forces following the 2010 South Kyrgyzstan riots, including journalist and human-rights activist Azimzhan Askarov.[53] A law banning women under the age of 23 from traveling abroad without a parent or guardian, with the purpose of "increased morality and preservation of the gene pool" passed in the Kyrgyz parliament in June 2013.[54] American diplomats expressed concern in October 2014 when Kyrgyzstan lawmakers passed a law that imposes jail terms on gay-rights activists and others, including journalists, who create "a positive attitude toward non-traditional sexual relations."[55] Military Kyrgyz soldiers conducting mine sweeping exercises. Main article: Armed Forces of the Republic of Kyrgyzstan The armed forces of Kyrgyzstan were formed after the collapse of the Soviet Union and consist of the Land Forces, Air Forces, internal troops, National Guard, and the border guard. The military works with the US Armed Forces, which leased a facility named the Transit Center at Manas at Manas International airport near Bishkek until June 2014.[56] In recent years, the armed forces have begun developing better relations with Russia including signing modernization deals worth $1.1bn and partaking in more exercises with Russian troops.[57] The Agency of National Security works with the military and serves similar purposes to its Soviet predecessor, the KGB. It oversees an elite counterterrorism special forces unit known as "Alfa", the same name used by other former Soviet countries, including Russia and Uzbekistan. The police are commanded by the Ministry of the Interior Affairs, along with the border guard.

Moldova

The Moldovan Parliament Moldova is a unitary parliamentary representative democratic republic. The 1994 Constitution of Moldova sets the framework for the government of the country. A parliamentary majority of at least two-thirds is required to amend the Constitution of Moldova, which cannot be revised in time of war or national emergency. Amendments to the Constitution affecting the state's sovereignty, independence, or unity can only be made after a majority of voters support the proposal in a referendum. Furthermore, no revision can be made to limit the fundamental rights of people enumerated in the Constitution.[72] The country's central legislative body is the unicameral Moldovan Parliament (Parlament), which has 101 seats, and whose members are elected by popular vote on party lists every four years. The head of state is the President of Moldova, who between 2001 and 2015 was elected by the Moldovan Parliament, requiring the support of three-fifths of the deputies (at least 61 votes). The president of Moldova has been elected by the parliament since 2001, a change designed to decrease executive authority in favour of the legislature. Nevertheless, the Constitutional Court ruled on 4 March 2016, that this constitutional change adopted in 2000 regarding the presidential election was unconstitutional,[73] thus reverting the election method of the President to a two-round system direct election. The president appoints a prime minister who functions as the head of government, and who in turn assembles a cabinet, both subject to parliamentary approval. The 1994 constitution also establishes an independent Constitutional Court, composed of six judges (two appointed by the President, two by Parliament, and two by the Supreme Council of Magistrature), serving six-year terms, during which they are irremovable and not subordinate to any power. The Court is invested with the power of judicial review over all acts of the parliament, over presidential decrees, and over international treaties, signed by the country.[72] Internal affairs On 19 December 2016, Moldovan MPs approved raising the retirement age to 63 years[74] from the current level of 57 for women and 62 for men, a reform that is part of a 3-year-old assistance program agreed with the International Monetary Fund. The retirement age will be lifted gradually by a few months every year until coming fully into effect in 2028. Life expectancy in the ex-Soviet country - Europe's poorest - is 67.5 years for men and 75.5 years for women. In a country with a population of 3.5 million, of which 1 million are abroad, there are more than 700,000 pensioners. Foreign relations Main articles: Foreign Relations of Moldova and Moldova-European Union relations Accession to the EU is a central issue in Moldovan politics After achieving independence from the Soviet Union, Moldova's foreign policy was designed with a view to establishing relations with other European countries, neutrality, and European Union integration. In 1995 the country was admitted to the Council of Europe. In addition to its participation in NATO's Partnership for Peace programme, Moldova is also a member state of the United Nations, the Organization for Security and Co-operation in Europe (OSCE), the North Atlantic Cooperation Council, the World Trade Organization, the International Monetary Fund, the World Bank, the la Francophonie and the European Bank for Reconstruction and Development. In 2005, Moldova and the EU established an action plan that sought to improve collaboration between its two neighbouring countries, Romania and Ukraine. At the end of 2005 EUBAM, the European Union Border Assistance Mission to Moldova and Ukraine, was established at the joint request of the presidents of Moldova and Ukraine. EUBAM assists the Moldovan and Ukrainian governments in approximating their border and customs procedures to EU standards, and offers support in both countries' fight against cross-border crime. After the 1990-1992 War of Transnistria, Moldova sought a peaceful resolution to the conflict in the Transnistria region by working with Romania, Ukraine, and Russia, calling for international mediation, and co-operating with the OSCE and UN fact-finding and observer missions. The foreign minister of Moldova, Andrei Stratan, repeatedly stated that the Russian troops stationed in the breakaway region were there against the will of the Moldovan government and called on them to leave "completely and unconditionally."[75] In 2012, a security zone incident resulted in the death of a civilian, raising tensions with Russia.[76] Moldovan President Igor Dodon (right) with Austrian Chancellor Christian Kern and Russian President Vladimir Putin, 2 June 2017 In September 2010, the European Parliament approved a grant of €90 million to Moldova.[77] The money was to supplement $570 million in International Monetary Fund loans,[78] World Bank and other bilateral support already granted to Moldova. In April 2010, Romania offered Moldova development aid worth of €100 million while the number of scholarships for Moldovan students doubled to 5,000.[79] According to a lending agreement signed in February 2010, Poland provided US$15 million as a component of its support for Moldova in its European integration efforts.[80] The first joint meeting of the Governments of Romania and Moldova, held in March 2012, concluded with several bilateral agreements in various fields.[81][82] The European orientation "has been the policy of Moldova in recent years and this is the policy that must continue," Nicolae Timofti told lawmakers before his election.[83] On 29 November 2013, at a summit in Vilnius, Moldova signed an association agreement with the European Union dedicated to the European Union's 'Eastern Partnership' with ex-Soviet countries.[84] The ex-Romanian President Traian Băsescu stated that Romania will make all efforts for Moldova to join the EU as soon as possible. Likewise, Traian Băsescu declared that the unification of Moldova with Romania is the next national project for Romania, as more than 75% of the population speaks Romanian.[85] Moldova has signed the Association Agreement with the European Union in Brussels on 27 June 2014. The signing comes after the accord has been initialed in Vilnius in November 2013.[86][87] It can be said that religious leaders play a role in shaping foreign policy. Since the fall of the Soviet Union, the Russian Government has frequently used its connections with the Russian Orthodox Church to block and stymie the integration of former Soviet states like Moldova into the West.[88] Military Main article: Military of Moldova A soldier of the Moldovan Army at the Joint Multinational Readiness Center in Hohenfels, Germany The Moldovan armed forces consist of the Ground Forces and Air Force. Moldova has accepted all relevant arms control obligations of the former Soviet Union. On 30 October 1992, Moldova ratified the Treaty on Conventional Armed Forces in Europe, which establishes comprehensive limits on key categories of conventional military equipment and provides for the destruction of weapons in excess of those limits. The country acceded to the provisions of the nuclear Non-Proliferation Treaty in October 1994 in Washington, D.C. It does not have nuclear, biological, chemical or radiological weapons. Moldova joined the North Atlantic Treaty Organisation's Partnership for Peace on 16 March 1994. Moldova is committed to a number of international and regional control of arms regulations such as the UN Firearms Protocol, Stability Pact Regional Implementation Plan, the UN Programme of Action (PoA) and the OSCE Documents on Stockpiles of Conventional Ammunition. Since declaring independence in 1991, Moldova has participated in UN peacekeeping missions in Liberia, Côte d'Ivoire, Sudan and Georgia. Moldova signed a military agreement with Romania to strengthen regional security. The agreement is part of Moldova's strategy to reform its military and cooperate with its neighbours.[89] On 12 November 2014, the US donated to Moldovan Armed Forces 39 Humvees and 10 trailers, with a value of US$700,000, to the 22nd Peacekeeping Battalion of the Moldovan National Army to "increase the capability of Moldovan peacekeeping contingents."[90] Human rights Main article: Human rights in Moldova According to Amnesty International, as of 2004 "Torture and other ill-treatment in police detention remained widespread; the state failed to carry out prompt and impartial investigations and police officers sometimes evaded penalties. Political dissidents from Ilașcu Group were released from arbitrary detention in the break-away Transdinester region only after an order of the European Court of Human Rights.[91] In 2009, when Moldova experienced its most serious civil unrest in a decade, several civilians, including Valeriu Boboc, were killed and many more injured.[92] According to Human Rights Report of the United States Department of State, released in April 2011, "In contrast to the previous year, there were no reports of killings by security forces. During the year reports of government exercising undue influence over the media substantially decreased." But "Transnistrian authorities continued to harass independent media and opposition lawmakers; restrict freedom of association, movement, and religion; and discriminate against Romanian speakers."[93] Moldova "has made noteworthy progress" on religious freedom since the era of the Soviet Union, but it can still take further steps to foster diversity," said the UN Special Rapporteur on freedom of religion or belief Heiner Bielefeldt, in Chișinău, in September 2011.[94] Moldova improved its legislation by enacting the Law on Preventing and Combating Family Violence, in 2008.[95] Administrative divisions Anenii NoiBasarabeascaBriceniCantemirCălărașiCăușeniCimișliaDondușeniDrochiaDubăsariEdinețFăleștiFloreștiGlodeniHînceștiIaloveniLeovaNisporeniOcnițaOrheiRezinaRîșcaniSîngereiSorocaȘoldăneștiȘtefan VodăTaracliaTeleneștiUngheniStrășeniCahulCHIȘINĂUComratBălțiTiraspolRomaniaUkraine Main articles: Administrative divisions of Moldova, List of cities in Moldova, List of localities in Moldova, and Communes of Moldova Moldova is divided into 32 districts (raioane, singular raion), three municipalities and two autonomous regions (Gagauzia and Transnistria).[96] The final status of Transnistria is disputed, as the central government does not control that territory. Other 10 cities, including the Comrat and Tiraspol, the administrative seats of the two autonomous territories, also have municipality status. Moldova has 66 cities (towns), including 13 with municipality status, and 916 communes. Another 700 villages are too small to have a separate administration, and are administratively part of either cities (41 of them) or communes (659). Armenia

The National Assembly in Yerevan Politics of Armenia takes place in a framework of a semi-presidential representative democratic republic. According to the Constitution of Armenia, the President is the head of state and the Prime Minister is the head of government of a multi-party system. Executive power is exercised by the President and the Government. Legislative power is vested in both the Government and the Parliament.[101][102][103] The unicameral parliament (also called the Azgayin Zhoghov or National Assembly) is controlled by a coalition of four political parties: the conservative Republican party, the Prosperous Armenia party, the Rule of Law party and the Armenian Revolutionary Federation. The main opposition party is Raffi Hovannisian's Heritage party, which favours eventual Armenian membership in the European Union and NATO. The Armenian government's stated aim is to build a Western-style parliamentary democracy as the basis of its form of government. It has universal suffrage above the age of eighteen. International observers of Council of Europe and US Department of State have questioned the fairness of Armenia's parliamentary and presidential elections and constitutional referendum since 1995, citing polling deficiencies, lack of co-operation by the Electoral Commission, and poor maintenance of electoral lists and polling places. Freedom House categorised Armenia in its 2008 report as a "Semi-consolidated Authoritarian Regime" (along with Moldova, Kosovo, Kyrgyzstan, and Russia) and ranked Armenia 20th among 29 nations in transition, with a Democracy Score of 5.21 out of 7 (7 represents the lowest democratic progress).[104] Freedom House ranked Armenia as "partly free" in its 2007 report, though it did not categorise Armenia as an "electoral democracy", indicating an absence of relatively free and competitive elections.[105] However, significant progress seems to have been made and the 2008 Armenian presidential election was hailed as largely democratic by OSCE and Western monitors.[106] Foreign relations Main articles: Foreign relations of Armenia, Armenia and the European Union, and Armenia-Turkey relations Embassy of Armenia in Moscow Armenia presently maintains positive relations with almost every country in the world, with two major exceptions being its immediate neighbours, Turkey and Azerbaijan. Tensions were running high between Armenians and Azerbaijanis during the final years of the Soviet Union. The Nagorno-Karabakh War dominated the region's politics throughout the 1990s.[107] To this day, Armenia's borders with Turkey and Azerbaijan are under severe blockade. In addition, a permanent solution for the Nagorno-Karabakh conflict has not been reached despite the mediation provided by organizations such as the OSCE. Armenia is a member of more than 40 international organisations, including the United Nations; the Council of Europe; the Asian Development Bank; the Commonwealth of Independent States; the World Trade Organization; World Customs Organization; the Organization of the Black Sea Economic Cooperation; and La Francophonie. It is a member of the CSTO military alliance, and also participates in NATO's Partnership for Peace program. Turkey also has a long history of poor relations with Armenia over its refusal to acknowledge the Armenian Genocide, although Turkey was one of the first countries to recognize the Republic of Armenia (the 3rd republic) after its independence from the USSR in 1991. Despite this, for most of the 20th century and early 21st century, relations remain tense and there are no formal diplomatic relations between the two countries due to Turkey's refusal to establish them for numerous reasons. During the Nagorno-Karabakh War and citing it as the reason, Turkey illegally closed its border with Armenia in 1993. It has not lifted its blockade despite pressure from the powerful Turkish business lobby interested in Armenian markets.[107] On 10 October 2009, Armenia and Turkey signed protocols on normalisation of relations, which set a timetable for restoring diplomatic ties and reopening their joint border.[108] The ratification of those had to be made in the national parliaments. In Armenia it passed through the legislatively required approval of the Constitutional Court and was sent to parliament for final ratification. The President had made multiple public announcements, both in Armenia and abroad, that as the leader of the political majority of Armenia he assured the ratification of the protocols if Turkey also ratified them. Despite this, the process stopped, as Turkey continuously added more preconditions to its ratification and also "delayed it beyond any reasonable time-period". Due to its position between two unfriendly neighbours, Armenia has close security ties with Russia. At the request of the government of Armenia, Russia maintains a military base in the city of Gyumri located in Northwestern Armenia.[109] as a deterrent against Turkey.[citation needed] Despite this, Armenia has also been looking toward Euro-Atlantic structures in recent years. It maintains good relations with the United States especially through its Armenian diaspora. According to the US Census Bureau, there are 427,822 Armenians living in the country.[110] Because of the illicit border blockades by Azerbaijan and Turkey, Armenia continues to maintain solid relations with its southern neighbour Iran especially in the economic sector. Economic projects such a gas pipeline going from Iran to Armenia are being developed. Russian President Dmitry Medvedev at Armenian Genocide memorial in Yerevan Armenia is also a member of the Council of Europe, maintaining friendly relations with the European Union, especially with its member states such as France and Greece. A 2005 survey reported that 64% of Armenia's population would be in favour of joining the EU.[111] Several Armenian officials have also expressed the desire for their country to eventually become an EU member state,[112] some[who?] predicting that it will make an official bid for membership in a few years.[citation needed] In 2004 its forces joined KFOR, a NATO-led international force in Kosovo. It is also an observer member of the Eurasian Economic Community and the Non-Aligned Movement. A former republic of the Soviet Union, Armenia is an emerging democracy and as of 2011 was negotiating with the European Union to become an associate partner. Legally speaking, it has the right to be considered as a prospective EU member provided it meets necessary standards and criteria, although officially such a plan does not exist in Brussels.[113][114][115][116] The Government of Armenia, however, has joined the Customs Union of Belarus, Kazakhstan and Russia[117] and the Eurasian Economic Union.[118][119] Armenia is included in the European Union's European Neighbourhood Policy (ENP) which aims at bringing the EU and its neighbours closer. The EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA) was signed on 24 November 2017. Among other goals it aims at improving investment climate.[120] Human rights Main article: Human rights in Armenia Human rights in Armenia tend to be better than those in most former Soviet republics and have drawn closer to acceptable standards, especially economically.[citation needed] Still, there are several considerable problems. Overall, the country is classified "partly free" by Freedom House, which gives it a score of 45 in 2018.[121] Military Main article: Armed Forces of Armenia Armenian Army BTR-80s Armenian soldiers at the 2010 Moscow Victory Day Parade The Armenian Army, Air Force, Air Defence, and Border Guard comprise the four branches of the Armed Forces of the Republic of Armenia. The Armenian military was formed after the collapse of the Soviet Union in 1991 and with the establishment of the Ministry of Defence in 1992. The Commander-in-Chief of the military is the President of Armenia, Serzh Sargsyan. The Ministry of Defence is in charge of political leadership, currently headed by Colonel General Seyran Ohanyan, while military command remains in the hands of the General Staff, headed by the Chief of Staff, who is currently Colonel General Yuri Khatchaturov. Active forces now number about 81,000 soldiers, with an additional reserve of 32,000 troops. Armenian border guards are in charge of patrolling the country's borders with Georgia and Azerbaijan, while Russian troops continue to monitor its borders with Iran and Turkey. In the case of an attack, Armenia is able to mobilise every able-bodied man between the age of 15 and 59, with military preparedness. The Treaty on Conventional Armed Forces in Europe, which establishes comprehensive limits on key categories of military equipment, was ratified by the Armenian parliament in July 1992. In March 1993, Armenia signed the multilateral Chemical Weapons Convention, which calls for the eventual elimination of chemical weapons. Armenia acceded to the Nuclear Non-Proliferation Treaty (NPT) as a non-nuclear weapons state in July 1993. Armenia is member of Collective Security Treaty Organisation (CSTO) along with Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. It participates in NATO's Partnership for Peace (PiP) program and is in a NATO organisation called Euro-Atlantic Partnership Council (EAPC). Armenia has engaged in a peacekeeping mission in Kosovo as part of non-NATO KFOR troops under Greek command.[122] Armenia also had 46 members of its military peacekeeping forces as a part of the Coalition Forces in Iraq War until October 2008.[123] Administrative divisions Main article: Administrative divisions of Armenia ShirakLoriTavushAragatsotnArmavirYerevanAraratKotaykGegharkunikVayots DzorSyunik Geghard monastery, Kotayk Province Armenia is divided into ten provinces (marzer, singular marz), with the city (kaghak) of Yerevan (Երևան) having special administrative status as the country's capital. The chief executive in each of the ten provinces is the marzpet (marz governor), appointed by the government of Armenia. In Yerevan, the chief executive is the mayor, appointed by the president. Within each province are communities (hamaynkner, singular hamaynk). Each community is self-governing and consists of one or more settlements (bnakavayrer, singular bnakavayr). Settlements are classified as either towns (kaghakner, singular kaghak) or villages (gyugher, singular gyugh). As of 2007, Armenia includes 915 communities, of which 49 are considered urban and 866 are considered rural. The capital, Yerevan, also has the status of a community.[124] Additionally, Yerevan is divided into twelve semi-autonomous districts.

Tajikistan

The Palace of Nations in Dushanbe Almost immediately after independence, Tajikistan was plunged into a civil war that saw various factions, allegedly[according to whom?] backed by Russia and Iran,[citation needed] fighting one another. All but 25,000 of the more than 400,000 ethnic Russians, who were mostly employed in industry, fled to Russia. By 1997, the war had cooled down, and a central government began to take form, with peaceful elections in 1999. President of Tajikistan Emomali Rahmon, has ruled the country since 1994. "Longtime observers of Tajikistan often characterize the country as profoundly averse to risk and skeptical of promises of reform, a political passivity they trace to the country's ruinous civil war," Ilan Greenberg wrote in a news article in The New York Times just before the country's November 2006 presidential election.[49] Tajikistan is officially a republic, and holds elections for the presidency and parliament, operating under a presidential system. It is, however, a dominant-party system, where the People's Democratic Party of Tajikistan routinely has a vast majority in Parliament. Emomalii Rahmon has held the office of President of Tajikistan continually since November 1994. The Prime Minister is Kokhir Rasulzoda, the First Deputy Prime Minister is Matlubkhon Davlatov and the two Deputy Prime Ministers are Murodali Alimardon and Ruqiya Qurbanova. The parliamentary elections of 2005 aroused many accusations from opposition parties and international observers that President Emomalii Rahmon corruptly manipulates the election process and unemployment. The most recent elections, in February 2010, saw the ruling PDPT lose four seats in Parliament, yet still maintain a comfortable majority. The Organization for Security and Co-operation in Europe election observers said the 2010 polling "failed to meet many key OSCE commitments" and that "these elections failed on many basic democratic standards."[50][51] The government insisted that only minor violations had occurred, which would not affect the will of the Tajik people.[50][51] The presidential election held on 6 November 2006 was boycotted by "mainline" opposition parties, including the 23,000-member Islamic Renaissance Party. Four remaining opponents "all but endorsed the incumbent", Rahmon.[49] Tajikistan gave Iran its support in Iran's membership bid to join the Shanghai Cooperation Organisation, after a meeting between the Tajik President and the Iranian foreign minister.[52] Freedom of the press is ostensibly officially guaranteed by the government, but independent press outlets remain restricted, as does a substantial amount of web content. According to the Institute for War & Peace Reporting, access is blocked to local and foreign websites including avesta.tj, Tjknews.com, ferghana.ru, centrasia.ru and journalists are often obstructed from reporting on controversial events. In practice, no public criticism of the regime is tolerated and all direct protest is severely suppressed and does not receive coverage in the local media

Georgia

eorgia is a representative democratic semi-presidential republic, with the President as the head of state, and Prime Minister as the head of government. The executive branch of power is made up of the President and the Cabinet of Georgia. The Cabinet is composed of ministers, headed by the Prime Minister, and appointed by the President.[3] Notably, the Ministers of Defense and Interior are not members of the Cabinet and are subordinated directly to the President of Georgia. Giorgi Margvelashvili is the current President of Georgia after winning 62.12% of the vote in the 2013 election. Since 2015, Giorgi Kvirikashvili has been the Prime Minister of Georgia.[citation needed] Georgian parliament building in Kutaisi Legislative authority is vested in the Parliament of Georgia. It is unicameral and has 150 members, known as deputies, of whom 75 are elected by plurality to represent single-member districts, and 75 are chosen to represent parties by proportional representation. Members of parliament are elected for four-year terms. Five parties and electoral blocs had representatives elected to the parliament in the 2008 elections: the United National Movement (governing party), The Joint Opposition, the Christian-Democrats, the Labour Party and Republican Party.[citation needed] On 26 May 2012, Saakashvili inaugurated a new Parliament building in the western city of Kutaisi, in an effort to decentralise power and shift some political control closer to Abkhazia.[105] The elections in October 2012 resulted in the victory for the opposition "Georgian Dream - Democratic Georgia" coalition, which President Saakashvili acknowledged on the following day.[106] Although considerable progress was made since the Rose revolution, former President Mikheil Saakashvili stated in 2008 that Georgia is still not a "full-fledged, very well-formed, crystallized society."[107] The political system remains in the process of transition, with frequent adjustments to the balance of power between the President and Parliament, and opposition proposals ranging from transforming the country into parliamentary republic to re-establishing the monarchy.[108][109] Observers note the deficit of trust in relations between the Government and the opposition.[110] Different opinions exist regarding the degree of political freedom in Georgia. Saakashvili believed in 2008 that the country is "on the road to becoming a European democracy."[107] Freedom House lists Georgia as a partly free country.[111] In preparation for 2012 parliamentary elections, Parliament adopted a new electoral code on 27 December 2011 that incorporated many recommendations from non-governmental organizations (NGOs) and the Venice Commission. However, the new code failed to address the Venice Commission's primary recommendation to strengthen the equality of the vote by reconstituting single-mandate election districts to be comparable in size. On 28 December, Parliament amended the Law on Political Unions to regulate campaign and political party financing. Local and international observers raised concerns about several amendments, including the vagueness of the criteria for determining political bribery and which individuals and organizations would be subject to the law. As of March 2012, Parliament was discussing further amendments to address these concerns.[112] Foreign relations Main article: Foreign relations of Georgia Pro-NATO poster in Tbilisi Georgia maintains good relations with its direct neighbours (Armenia, Azerbaijan, and Turkey) and is a member of the United Nations, the Council of Europe, the World Trade Organization, the Organization of the Black Sea Economic Cooperation, the Organization for Security and Cooperation in Europe, the Community of Democratic Choice, the GUAM Organization for Democracy and Economic Development, the European Bank for Reconstruction and Development[113] and the Asian Development Bank.[114] Georgia also maintains political, economic, and military relations with France,[115] Germany,[116] Israel,[117] Japan,[118] South Korea,[119] Sri Lanka,[120] Turkey,[121] Ukraine,[122] the United States,[123] and many other countries.[124] The growing U.S. and European Union influence in Georgia, notably through proposed EU and NATO membership, the U.S. Train and Equip military assistance program, and the construction of the Baku-Tbilisi-Ceyhan pipeline have frequently strained Tbilisi's relations with Moscow. Georgia's decision to boost its presence in the coalition forces in Iraq was an important initiative.[125] Georgia is currently working to become a full member of NATO. In August 2004, the Individual Partnership Action Plan of Georgia was submitted officially to NATO. On 29 October 2004, the North Atlantic Council of NATO approved the Individual Partnership Action Plan (IPAP) of Georgia, and Georgia moved on to the second stage of Euro-Atlantic Integration. In 2005, by the decision of the President of Georgia, a state commission was set up to implement the Individual Partnership Action Plan, which presents an interdepartmental group headed by the Prime Minister. The Commission was tasked with coordinating and controlling the implementation of the Individual Partnership Action Plan.[citation needed] On 14 February 2005, the agreement on the appointment of Partnership for Peace (PfP) liaison officer between Georgia and NATO came into force, whereby a liaison officer for the South Caucasus was assigned to Georgia. On 2 March 2005, the agreement was signed on the provision of the host nation support to and transit of NATO forces and NATO personnel. On 6-9 March 2006, the IPAP implementation interim assessment team arrived in Tbilisi. On 13 April 2006, the discussion of the assessment report on implementation of the Individual Partnership Action Plan was held at NATO Headquarters, within 26+1 format.[126] In 2006, the Georgian parliament voted unanimously for the bill which calls for integration of Georgia into NATO.[citation needed] The majority of Georgians and politicians in Georgia support the push for NATO membership.[127] George W. Bush became the first sitting U.S. president to visit the country.[128] The street leading to Tbilisi International Airport has since been dubbed George W. Bush Avenue.[129] On 2 October 2006, Georgia and the European Union signed a joint statement on the agreed text of the Georgia-European Union Action Plan within the European Neighbourhood Policy (ENP). The Action Plan was formally approved at the EU-Georgia Cooperation Council session on 14 November 2006, in Brussels.[130] In June 2014, the EU and Georgia signed an Association Agreement, which entered into force on 1 July 2016.[131] On 13 December 2016, EU and Georgia reached the agreement on visa liberalisation for Georgian citizens.[132] On 27 February 2017, the Council adopted a regulation on visa liberalisation for Georgians travelling to the EU for a period of stay of 90 days in any 180-day period.[133] Military Main articles: Georgian Armed Forces and Role of Georgia in the War in Afghanistan (2001-14) Georgian built Didgori-2 during a parade in 2011 Georgia's military is organized into land and air forces. They are collectively known as the Georgian Armed Forces (GAF).[134] The mission and functions of the GAF are based on the Constitution of Georgia, Georgia's Law on Defense and National Military Strategy, and international agreements to which Georgia is signatory. They are performed under the guidance and authority of the Ministry of Defense.[citation needed] The military budget of Georgia for 2017 is 748 million, by 78 million more than in 2016. The biggest part, 62.5% of the military budget is allocated for maintaining armored forces readiness and potency development.[135] After its independence from the Soviet Union, Georgia began to develop its own military industry. The first exhibition of products made by STC DELTA was in 1999.[136] STC DELTA now produces a variety of military equipment, including armored vehicles, artillery systems, aviation systems, personal protection equipment, and small arms.[137] During later periods of the Iraq War Georgia had up to 2,000 soldiers serving in the Multi-National Force.[138] Georgia also participated in the NATO-led International Security Assistance Force in Afghanistan. With 1,560 troops in 2013, it was at that time the largest non-NATO[139] and the largest per capita[140][141] troop contributor. Over 11,000 Georgian soldiers have been rotated through Afghanistan.[142] As of 2015, 31 Georgian servicemen have died in Afghanistan,[143] most during the Helmand campaign, and 435 were wounded, including 35 amputees.[144][145] Law enforcement Main article: Law enforcement in Georgia (country) A Ford Taurus Police Interceptor operated by the Georgian Patrol Police. In Georgia, law enforcement is conducted and provided for by the Ministry of Internal Affairs of Georgia. In recent years, the Patrol Police Department of the Ministry of Internal Affairs of Georgia has undergone a radical transformation, with the police having now absorbed a great many duties previously performed by dedicated independent government agencies. New duties performed by the police include border security and customs functions and contracted security provision; the latter function is performed by the dedicated 'security police'. Intelligence collecting in the interests of national security is now the remit of the Georgian Intelligence Service.[citation needed] In 2005, President Mikheil Saakashvili fired the entire traffic police force (numbering around 30,000 police officers) of the Georgian National Police due to corruption.[146][147] A new force was then subsequently built around new recruits.[146] The US State Department's Bureau of International Narcotics and Law-Enforcement Affairs has provided assistance to the training efforts and continues to act in an advisory capacity.[148] The new Patruli force was first introduced in the summer of 2005 to replace the traffic police, a force which was accused of widespread corruption.[149] The police introduced an 022 (currently 112) emergency dispatch service in 2004.[150] Human rights Main article: Human rights in Georgia Human rights in Georgia are guaranteed by the country's constitution. There is an independent human rights public defender elected by the Parliament of Georgia to ensure such rights are enforced.[151] Georgia has ratified the Framework Convention for the Protection of National Minorities in 2005. NGO "Tolerance", in its alternative report about its implementation, speaks of a rapid decrease in the number of Azerbaijani schools and cases of appointing headmasters to Azerbaijani schools who don't speak the Azerbaijani language.[152] The government came under criticism for its alleged use of excessive force on 26 May 2011 when it dispersed protesters led by Nino Burjanadze, among others, with tear gas and rubber bullets after they refused to clear Rustaveli avenue for an independence day parade despite the expiration of their demonstration permit and despite being offered to choose an alternative venue.[153][154][155][156] While human rights activists maintained that the protests were peaceful, the government pointed out that many protesters were masked and armed with heavy sticks and molotov cocktails.[157] Georgian opposition leader Nino Burjanadze said the accusations of planning a coup were baseless, and that the protesters' actions were legitimate.

Ukraine

Constitution of Ukraine Main article: Constitution of Ukraine In the modern era, Ukraine has become a much more democratic country.[200][201][202][203] With the proclamation of its independence on 24 August 1991, and adoption of a constitution on 28 June 1996, Ukraine became a semi-presidential republic. However, in 2004, deputies introduced changes to the Constitution, which tipped the balance of power in favour of a parliamentary system. From 2004 to 2010, the legitimacy of the 2004 Constitutional amendments had official sanction, both with the Constitutional Court of Ukraine, and most major political parties.[204] Despite this, on 30 September 2010 the Constitutional Court ruled that the amendments were null and void, forcing a return to the terms of the 1996 Constitution and again making Ukraine's political system more presidential in character. The ruling on the 2004 Constitutional amendments became a major topic of political discourse. Much of the concern was based on the fact that neither the Constitution of 1996 nor the Constitution of 2004 provided the ability to "undo the Constitution", as the decision of the Constitutional Court would have it, even though the 2004 constitution arguably has an exhaustive list of possible procedures for constitutional amendments (articles 154-159). In any case, the current Constitution could be modified by a vote in Parliament.[204][205][206][clarification needed] On 21 February 2014 an agreement between President Viktor Yanukovych and opposition leaders saw the country return to the 2004 Constitution. The historic agreement, brokered by the European Union, followed protests that began in late November 2013 and culminated in a week of violent clashes in which scores of protesters were killed. In addition to returning the country to the 2004 Constitution, the deal provided for the formation of a coalition government, the calling of early elections, and the release of former Prime Minister Yulia Tymoshenko from prison.[207] A day after the agreement was reached the Ukraine parliament dismissed Yanukovych and installed its speaker Oleksandr Turchynov as interim president[208] and Arseniy Yatsenyuk as the Prime Minister of Ukraine.[209] President, parliament and government Presidential administration building Cabinet of Ministers building The President is elected by popular vote for a five-year term and is the formal head of state.[210] Ukraine's legislative branch includes the 450-seat unicameral parliament, the Verkhovna Rada.[211] The parliament is primarily responsible for the formation of the executive branch and the Cabinet of Ministers, headed by the Prime Minister.[212] However, the President still retains the authority to nominate the Ministers of the Foreign Affairs and of Defence for parliamentary approval, as well as the power to appoint the Prosecutor General and the head of the Security Service. Laws, acts of the parliament and the cabinet, presidential decrees, and acts of the Crimean parliament may be abrogated by the Constitutional Court, should they be found to violate the constitution. Other normative acts are subject to judicial review. The Supreme Court is the main body in the system of courts of general jurisdiction. Local self-government is officially guaranteed. Local councils and city mayors are popularly elected and exercise control over local budgets. The heads of regional and district administrations are appointed by the President in accordance with the proposals of the Prime Minister. This system virtually requires an agreement between the President and the Prime Minister, and has in the past led to problems, such as when President Yushchenko exploited a perceived loophole by appointing so-called 'temporarily acting' officers, instead of actual governors or local leaders, thus evading the need to seek a compromise with the Prime Minister. This practice was controversial and was subject to Constitutional Court review. Ukraine has a large number of political parties, many of which have tiny memberships and are unknown to the general public.[citation needed] Small parties often join in multi-party coalitions (electoral blocs) for the purpose of participating in parliamentary elections. Courts and law enforcement Main articles: Judicial system of Ukraine and Law enforcement in Ukraine Klovsky Palace, home to the Supreme Court of Ukraine The courts enjoy legal, financial and constitutional freedom guaranteed by Ukrainian law since 2002. Judges are largely well protected from dismissal (except in the instance of gross misconduct). Court justices are appointed by presidential decree for an initial period of five years, after which Ukraine's Supreme Council confirms their positions for life. Although there are still problems, the system is considered to have been much improved since Ukraine's independence in 1991. The Supreme Court is regarded as an independent and impartial body, and has on several occasions ruled against the Ukrainian government. The World Justice Project ranks Ukraine 66 out of 99 countries surveyed in its annual Rule of Law Index.[213] National Police of Ukraine was formed on 3 July 2015, as part of the post-Euromaidan reforms. Prosecutors in Ukraine have greater powers than in most European countries, and according to the European Commission for Democracy through Law 'the role and functions of the Prosecutor's Office is not in accordance with Council of Europe standards".[214] The criminal judicial system maintains an average conviction rate of over 99%,[215] equal to the conviction rate of the Soviet Union, with[216] suspects often being incarcerated for long periods before trial.[217] On 24 March 2010, President Yanukovych formed an expert group to make recommendations how to "clean up the current mess and adopt a law on court organization".[217] One day later, he stated "We can no longer disgrace our country with such a court system."[217] The criminal judicial system and the prison system of Ukraine remain quite punitive. Since 1 January 2010 it has been permissible to hold court proceedings in Russian by mutual consent of the parties. Citizens unable to speak Ukrainian or Russian may use their native language or the services of a translator.[218][219] Previously all court proceedings had to be held in Ukrainian. Law enforcement agencies in Ukraine are organised under the authority of the Ministry of Internal Affairs. They consist primarily of the national police force (Мiлiцiя) and various specialised units and agencies such as the State Border Guard and the Coast Guard services. Law enforcement agencies, particularly the police, faced criticism for their heavy handling of the 2004 Orange Revolution. Many thousands of police officers were stationed throughout the capital, primarily to dissuade protesters from challenging the state's authority but also to provide a quick reaction force in case of need; most officers were armed.[220] Bloodshed was only avoided when Lt. Gen. Sergei Popkov heeded his colleagues' calls to withdraw. The Ministry of Internal Affairs is also responsible for the maintenance of the State Security Service; Ukraine's domestic intelligence agency, which has on occasion been accused of acting like a secret police force serving to protect the country's political elite from media criticism. On the other hand, however, it is widely accepted that members of the service provided vital information about government plans to the leaders of the Orange Revolution to prevent the collapse of the movement. Foreign relations Main articles: Foreign relations of Ukraine, International membership of Ukraine, Ukraine-European Union relations, and The World Bank in Ukraine In 1999-2001, Ukraine served as a non-permanent member of the UN Security Council. Historically, Soviet Ukraine joined the United Nations in 1945 as one of the original members following a Western compromise with the Soviet Union, which had asked for seats for all 15 of its union republics. Ukraine has consistently supported peaceful, negotiated settlements to disputes. It has participated in the quadripartite talks on the conflict in Moldova and promoted a peaceful resolution to conflict in the post-Soviet state of Georgia. Ukraine also has made a substantial contribution to UN peacekeeping operations since 1992. Leaders of Belarus, Russia, Germany, France, and Ukraine at Minsk II summit, 2015 In January 2016, Ukraine joined the Deep and Comprehensive Free Trade Area (green) with the EU (blue), established by the Ukraine-European Union Association Agreement. Ukraine currently considers Euro-Atlantic integration its primary foreign policy objective,[221] but in practice it has always balanced its relationship with the European Union and the United States with strong ties to Russia. The European Union's Partnership and Cooperation Agreement (PCA) with Ukraine went into force on 1 March 1998. The European Union (EU) has encouraged Ukraine to implement the PCA fully before discussions begin on an association agreement, issued at the EU Summit in December 1999 in Helsinki, recognizes Ukraine's long-term aspirations but does not discuss association. On 31 January 1992, Ukraine joined the then-Conference on Security and Cooperation in Europe (now the Organization for Security and Cooperation in Europe (OSCE)), and on 10 March 1992, it became a member of the North Atlantic Cooperation Council. Ukraine-NATO relations are close and the country has declared interest in eventual membership.[221] This was removed from the government's foreign policy agenda upon election of Viktor Yanukovych to the presidency, in 2010.[221] But after February 2014's Yanukovych ouster and the (denied by Russia) following Russian military intervention in Ukraine Ukraine renewed its drive for NATO membership.[221] Ukraine is the most active member of the Partnership for Peace (PfP). All major political parties in Ukraine support full eventual integration into the European Union. The Association Agreement with the EU was expected to be signed and put into effect by the end of 2011, but the process was suspended by 2012 because of the political developments of that time.[222] The Association Agreement between Ukraine and the European Union was signed in 2014.[223] Ukraine long had close ties with all its neighbours, but Russia-Ukraine relations became difficult in 2014 by the annexation of Crimea, energy dependence and payment disputes. Ukraine is included in the European Union's European Neighbourhood Policy (ENP) which aims at bringing the EU and its neighbours closer. Administrative divisions Main articles: Administrative divisions of Ukraine and Ukrainian historical regions Further information: Political status of Crimea and Sevastopol and 2014 Crimean crisis The system of Ukrainian subdivisions reflects the country's status as a unitary state (as stated in the country's constitution) with unified legal and administrative regimes for each unit. Including Sevastopol and the Autonomous Republic of Crimea that were annexed by the Russian Federation in 2014, Ukraine consists of 27 regions: twenty-four oblasts (provinces), one autonomous republic (Autonomous Republic of Crimea), and two cities of special status - Kiev, the capital, and Sevastopol. The 24 oblasts and Crimea are subdivided into 490 raions (districts) and city municipalities of regional significance, or second-level administrative units. The average area of a Ukrainian raion is 1,200 square kilometres (460 sq mi); the average population of a raion is 52,000 people.[224] Populated places in Ukraine are split into two categories: urban and rural. Urban populated places are split further into cities and urban-type settlements (a Soviet administrative invention), while rural populated places consist of villages and settlements (a generally used term). All cities have certain degree of self-rule depending on their significance such as national significance (as in the case of Kiev and Sevastopol), regional significance (within each oblast or autonomous republic) or district significance (all the rest of cities). City's significance depends on several factors such as its population, socio-economic and historical importance, infrastructure and others. After the dissolution of the Soviet Union, Ukraine inherited a 780,000-man military force on its territory, equipped with the third-largest nuclear weapons arsenal in the world.[225][226] In May 1992, Ukraine signed the Lisbon Protocol in which the country agreed to give up all nuclear weapons to Russia for disposal and to join the Nuclear Non-Proliferation Treaty as a non-nuclear weapon state. Ukraine ratified the treaty in 1994, and by 1996 the country became free of nuclear weapons.[225] Ukraine took consistent steps toward reduction of conventional weapons. It signed the Treaty on Conventional Armed Forces in Europe, which called for reduction of tanks, artillery, and armoured vehicles (army forces were reduced to 300,000). The country plans to convert the current conscript-based military into a professional volunteer military.[16] Ukrainian frigate Hetman Sahaydachniy (U130) Ukraine has been playing an increasingly larger role in peacekeeping operations. On Friday 3 January 2014, the Ukrainian frigate Hetman Sagaidachniy joined the European Union's counter piracy Operation Atalanta and will be part of the EU Naval Force off the coast of Somalia for two months.[227] Ukrainian troops are deployed in Kosovo as part of the Ukrainian-Polish Battalion.[228] A Ukrainian unit was deployed in Lebanon, as part of UN Interim Force enforcing the mandated ceasefire agreement. There was also a maintenance and training battalion deployed in Sierra Leone. In 2003-05, a Ukrainian unit was deployed as part of the Multinational force in Iraq under Polish command. The total Ukrainian armed forces deployment around the world is 562 servicemen.[229] Military units of other states participate in multinational military exercises with Ukrainian forces in Ukraine regularly, including U.S. military forces.[230] Following independence, Ukraine declared itself a neutral state.[15] The country has had a limited military partnership with Russian Federation, other CIS countries and a partnership with NATO since 1994. In the 2000s, the government was leaning towards NATO, and a deeper cooperation with the alliance was set by the NATO-Ukraine Action Plan signed in 2002. It was later agreed that the question of joining NATO should be answered by a national referendum at some point in the future.[16] Recently deposed President Viktor Yanukovych considered the current level of co-operation between Ukraine and NATO sufficient,[17] and was against Ukraine joining NATO.[18] During the 2008 Bucharest summit, NATO declared that Ukraine would eventually become a member of NATO when it meets the criteria for the accession.[17]
