How did Julian update the old Roman religion in order to compete with the unitying power of the Christian church
Julian updated the Roman religion by reorganizing the Roman Priesthood so it looked much like the hierarchy of the Christian Church. He stole other Christian rituals, like singing and sermons and added them to Roman rituals. Most importantly he welcomed home all Christian churchmen banished by the Nicene Arian debate which meant chaos for the Christians stability for the church.

The foederati were Roman allies with many of the rights of Romanes citizens
