1) Any person whose license is revoked and the period of revocation is not over; 2) Any person who habitually uses narcotics or barbiturates, or is is a habitual drunkard; 3) Any person with a physical or mental disability or disease that may prevent such person from exercising reasonable and ordinary control over a motor vehicle, or who is unable to understand highway warnings or direction signs. 4) Any persons who have lost their driving privileges in another state for an offense that would have caused them to lose their licenses in this State had the offense been committed in this State.

Full Provisional License

16 to under 18 Person must have had limited provisional license for at least 6 months.

Limited Provisional License

At least 16, under 18, and held Limited Learner's Permit for at least 12 months. Level 2 Restrictions: - Have license in possession - May drive w/o supervision - 5 am - 9pm - driving to and from work - to and from volunteer activity - driving w/o supervision; no more than 1 passenger under 21 - drive anytime under supervision

(ball field used for parking of a special event) - Area between the front of a store and the parking lot. - Parking lot at a bar which had an ABC permit as a private club.
