Early in the Civil War, Lincoln took actions in Maryland—a Border State—to ensure it remained on the Union side. Though Lincoln's intent was to protect the national capital of Washington, D.C., some of his actions were in violation of the Constitution and the rights of the people. Lincoln was criticized for his actions but felt they were justified because the country's situation was so unstable.
