Snugly on the head covering the ears, but no the eyebrows. The complete bottom edge of the cap may be folded but not rolled.

So the headband is level with the marching surface, and 1 inch above the eyebrows. The flash over the left eye, with the excess material draped to the right of the wearers head, not extending past the middle ear. The adjusting ribbon must be cut, and the beret must be formed to the wearers head.
