Employees pay more in social security tax than income tax. Self employed pay employee and employer tax. Social security has large trust fund for collecting during when years of when payroll taxes are not enough.

government programs that make payments to citizens based on need. Means tested entitlement programs require disclosure of all financial assets. They must fall below the poverty line to get money

sets standards for handling controlled substances, has legal authority to enforce those standards.
