A red traffic light means stop. A flashing red traffic light means that it's treated as a regular red light and is used at dangerous intersections, and stop and precede when safe.

Brown are areas of public recreation, cultural, or historical importance.

The driver may turn right when there's no right turn on red.

4e. When more than one vehicle approaches a 4 way stop sign, which one moves first?

The one that moves first is the one that first reached the intersection.

4j. If you're approaching a railroad crossing that doesn't have gates or lights and you see a train coming, what should you do?

You should slow down and be ready to stop. You should also stop and wait for the train to pass.
