Philippe Pinel (1745 - 1826)

Jean Marc Itard (1775 - 1838)

Samuel Gridley Howe (1801 - 1876)

Technology-Related Assistance for Individuals with Disabilities Act of 1988 (1988)

The primary purpose of this law is to assist states in the development of comprehensive, consumer-responsive programs of technology-related assistance and to extend the availability of technology to individuals with disabilities and their families. "Assistive technology device" is broadly defined in the law to give states flexibility in programs to be developed. Assistive technology services under this law include activities related to developing consumer-responsive services with federal funds. [P.L. 100-407]

Education for the Handicapped Act Amendments of 1986 (1986)

The requirements included in this legislation mandate that states provide free and appropriate public education (FAPE) to all children 3 - 5 years of age with disabilities who are eligible to apply for federal preschool funding. It also included incentive grants to encourage states to develop comprehensive interdisciplinary services for infants and toddlers (birth through age 2) and their families. Services include a transitional component which assisted families in moving to appropriate individualized student services. Also, transitional services were to be extended to children with identified exceptionalities who were entering kindergarten. [P.L. 99-457]

The term "moron is associated with the final category with the aforementioned terms for individuals with mental retardation. Individuals in this category had established IQs between 50 and 70. Education for All Handicapped Children Act (1975)

This Act required that states locate every child between the ages 5 and18 within their geographic boundaries. After the children, regardless of ability, have been located they must be provided a "free and appropriate public education" (FAPE). The legislation also dictates that every child identified with a disability must have an "Individualized Education Program" (IEP). The authors also provided a very loosely structured definition for "least restrictive environment" (LRE). Finally, this piece of legislation is the predecessor to the Individuals with Disabilities Education Act (IDEA). [P.L. 94-142]
