"Assistive technology device" is broadly defined in the law to give states flexibility in programs to be developed. Assistive technology services under this law include activities related to developing consumer-responsive services with federal funds. [P.L. 100-407]

Education for the Handicapped Act Amendments of 1986 (1986)

The requirements included in this legislation mandate that states provide free and appropriate public education (FAPE) to all children 3 - 5 years of age with disabilities who are eligible to apply for federal preschool funding. It also included incentive grants to encourage states to develop comprehensive interdisciplinary services for infants and toddlers (birth through age 2) and their families. Services include a transitional component which assisted families in moving to appropriate individualized student services. This Act required that states locate every child between the ages 5 and18 within their geographic boundaries. The authors also provided a very loosely structured definition for "least restrictive environment" (LRE).
