It's a play on the idiom/phrase: The men are the books: so he is hinting that they shouldn't be judged by their appearance

How do the authorities use the media to lie to people?
They fake the capture of Montag, using a scapegoat to make it look like they have killed him. It's entirely fake, but people think what they see on TV is real.
