Why doe?

The main intent of the agreement was the elimination of tariffs on all qualifying goods by 2003

Who and when?

signed by U.S., Mexico, and Canada on Dec. 17, 1992 and entered into force on Jan. 1, 1994

Goods are said to originate in the NAFTA countries if one of the following is true....

1)They are wholly obtained or produced in the U.S., Mexico, or Canada, or 2)They have substantial content from the U.S., Mexico, and/or Canada and the goods experienced a tariff shift in one of these countries before being exported
