Goods are said to originate in the NAFTA countries if one of the following is true....
1)They are wholly obtained or produced in the U.S., Mexico, or Canada, or 2)They have substantial content from the U.S., Mexico, and/or Canada and the goods experienced a tariff shift in one of these countries before being exported
