The speed of the waves in rows 6-8 is different because the tension of the rope changes. In rows 6-8 the tension is significantly higher. Waves travel through tighter ropes at higher speeds. The wavelength and frequency remain the same when going through different mediums. The speed of a wave is not dependent upon the properties of the wave. The speed of the wave is dependent upon the properties of the medium which is the tension of the rope.
