The delegates wanted to limit the congresses power and did not want to give them any power that wasn't necessary because the congress had the most important element of the government. Making laws and it I the deliberative body.

Judges should be independent of politics and hold offices during good behavior. they would not be removed from office unless they were impeached. Its dangerous when congress and the president take the same side.
