"Racism is more about systemic oppression than power as a general term. Without that aspect, I don't think one can really say that other races can be racist to white people. To my knowledge, there isn't a long history of other races trying to keep white people from accessing housing, education, economic stability, and a whole host of other things that should be basic rights.
